Zelenskyy to hold talks on Russia-Ukraine war with Witkoff, Europeans

The prime ministers of Norway and Finland will be present at the discussions in the Norwegian capital Oslo.

Ukrainian President Volodymyr Zelenskyy is set to hold talks with United States special envoy Steve Witkoff and European leaders in Norway, aimed at ending the war with Russia.

The prime ministers of Norway and Finland will attend the talks in Oslo on Tuesday, while President Donald Trump’s son-in-law Jared Kushner is expected to attend remotely because of illness.

The meeting comes as Trump continues to publicly castigate Zelenskyy, accusing him of not wanting to end the war and suggesting that someone else should negotiate on Kyiv’s behalf.

Norwegian Prime Minister Jonas Gahr Store said Zelenskyy requested that Witkoff and Kushner participate in Tuesday’s discussions.

In a post on X before the talks, Zelenskyy said he had engaged in a “substantive conversation” with US Secretary of State Marco Rubio about missile interceptors, intelligence sharing and Starlink, a satellite internet service owned by Elon Musk’s SpaceX.

Last week, Zelenskyy accused Washington of withholding intelligence from Kyiv and limiting Starlink’s internet speed. Ukraine’s armed forces use SpaceX’s military-grade internet network Starshield for several operations, including drone attacks.

Zelenskyy did not confirm whether Rubio had committed to addressing the issues raised, including supplying Ukraine with crucial US-made Patriot missile interceptors and restoring intelligence sharing and Starshield services. However, he described the discussion as “constructive” and said the two had agreed to speak again soon.

The talks come as the two warring sides continue to launch long-range air attacks on each other.

At least three people were killed across Ukraine in Russian attacks on Tuesday. A Russian drone struck a highway connecting Kyiv to the Black Sea port of Odesa, killing three people and injuring four, Kyiv’s regional prosecutor’s office confirmed.

Meanwhile, more than 32,000 families are without electricity after Ukraine’s largest private energy company, DTEK, confirmed that three of its energy facilities in the southern Odesa region had been hit by Russia.

The governor of Russia’s Tambov Oblast said on Tuesday that a fire had broken out at an oil pumping station after an overnight Ukrainian drone attack. Yevgeny Pervyshov said four drones were intercepted.

Trump has grown increasingly frustrated with Zelenskyy in recent weeks, while easing pressure on Russia, including lifting sanctions on its diesel exports. Trump has been eager to bring down energy prices, which have surged as a result of the US-Israel war on Iran.

Zelenskyy has described the agreement to waive sanctions on Russian diesel as a “reward” for President Vladimir Putin, warning that it would only embolden him.

乌克兰总统泽连斯基将在挪威与美国特使史蒂夫·威特科夫和欧洲领导人举行会谈，旨在结束与俄罗斯的战争。

此次会晤正值特朗普继续公开抨击泽连斯基之际，他指责泽连斯基不想结束战争，并建议应该由其他人代表基辅进行谈判。

挪威首相乔纳斯·加尔·斯托尔表示，泽连斯基要求维特科夫和库什纳参加周二的会谈。

在会谈前的一篇 X 帖子中，泽连斯基表示，他与美国国务卿马可·卢比奥就导弹拦截器、情报共享和星链（埃隆·马斯克的 SpaceX 拥有的卫星互联网服务）进行了“实质性对话”。

上周，泽连斯基指责华盛顿方面向基辅隐瞒情报，并限制星链（Starlink）的网速。乌克兰武装部队使用SpaceX公司的军用级互联网网络“星盾”（Starshield）执行包括无人机袭击在内的多项行动。

泽连斯基并未证实卢比奥是否承诺解决双方提出的问题，包括向乌克兰提供至关重要的美国制造的“爱国者”导弹拦截器，以及恢复情报共享和“星盾”服务。但他称此次会谈“富有建设性”，并表示双方已同意尽快再次通话。

会谈之际，交战双方仍在继续对对方发动远程空袭。

周二，俄罗斯对乌克兰发动袭击，造成至少三人死亡。基辅地区检察官办公室证实，一架俄罗斯无人机袭击了连接基辅和黑海港口城市敖德萨的一条高速公路，造成三人死亡，四人受伤。

与此同时，乌克兰最大的私营能源公司 DTEK 证实，其位于南部敖德萨地区的三个能源设施遭到俄罗斯袭击，导致超过 32,000 个家庭断电。

俄罗斯坦波夫州州长周二表示，乌克兰无人机夜间袭击后，该州一座石油泵站发生火灾。叶夫根尼·佩尔维绍夫称，警方拦截了四架无人机。

近几周来，特朗普对泽连斯基越来越不满，同时放松了对俄罗斯的压力，包括取消对俄罗斯柴油出口的制裁。特朗普一直渴望降低能源价格，而能源价格由于美以对伊朗的战争而飙升。
