Bersatu signs confidence and supply pact with Madani govt, says MPs to get same allocations as govt backbenchers

KUALA LUMPUR, Oct 29 — Bersatu has signed a confidence and supply agreement (CSA) with the Madani government, pledging its support for the Supply Bill 2027, or Budget 2027, The Star reported.

According to the English daily, Bersatu president Tan Sri Muhyiddin Yassin said the agreement would allow the party’s MPs to receive the same constituency development allocations as government backbenchers.

“I signed on behalf of Bersatu and there are also the other six who previously showed support to Prime Minister Datuk Seri Anwar Ibrahim.

“There are also matters concerning institutional reforms, including proposals to limit the Prime Minister’s tenure to a maximum of two terms and to separate the powers of the Attorney General.

“In return, the government has decided to provide our MPs with the same constituency development allocations as government MPs,” he told reporters after the signing ceremony at Parliament.

Muhyiddin said the agreement followed a similar arrangement during the administration of former prime minister Datuk Seri Ismail Sabri Yaakob, when Anwar was the opposition leader.

“Its sole purpose is to create a more stable situation in the country so that important matters affecting the people, particularly the economy and cost of living, can continue to be addressed.

“With this agreement, stability can help the government manage the country more effectively. We, particularly Bersatu and the opposition, will continue to fulfil our responsibility to provide checks and balances.

“This agreement does not mean we are giving up our responsibility as the opposition. We remain the opposition,” he was quoted as saying.

Asked what would happen if either side breached the agreement, Muhyiddin said the terms provided for such a situation, the report said.

“If something has been agreed upon but is not adhered to, the party concerned, whether the government or the political party, may take action, which could lead to the termination of the CSA we signed today,” he was quoted as saying.

Asked why Bersatu had signed the agreement now, nearly a year before Parliament is due to be dissolved, Muhyiddin said the party had hoped for such an arrangement from the beginning.

“Today, I am the only one who has signed it. There are one or two other parties on the opposition side, and I do not know why they have not entered into an agreement. That is their issue.

“From the beginning, we had asked for all MPs to be given equal allocations. When I was prime minister, allocations were given to all MPs, from both the government and the opposition.

“But under the current Prime Minister, he said perhaps the time had not yet come. Today, that time has come,” he said.

The Star reported that Muda’s Syed Saddiq Syed Abdul Rahman was also involved in the signing, which was facilitated by Deputy Prime Minister Datuk Seri Fadillah Yusof.

Also present were Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi, Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said and Umno secretary-general Datuk Asyraf Wajdi Dusuki.

Bersatu vice-president Datuk Seri Ahmad Faizal Azumu, Putrajaya MP Datuk Radzi Jidin and Langkawi MP Datuk Mohd Suhaimi Abdullah were among those attending the ceremony, according to the report.

吉隆坡，10 月 29 日讯——据《星报》报道，土著团结党已与马达尼政府签署信任与供应协议 (CSA)，承诺支持 2027 年供应法案，即 2027 年财政预算案。

据英文日报报道，土著团结党主席丹斯里慕尤丁表示，该协议将允许该党议员获得与政府后座议员相同的选区发展拨款。

“我代表土著团结党签字，还有其他六人此前曾表示支持首相拿督斯里安华·易卜拉欣。”

“还有一些与体制改革有关的事项，包括将总理任期限制为最多两届，以及将总检察长的权力分开的提议。

“作为回报，政府决定向我们的议员提供与政府议员相同的选区发展拨款，”他在国会签字仪式后告诉记者。

穆希丁表示，该协议与前首相拿督斯里伊斯迈沙比里执政时期的类似安排相呼应，当时安华是反对党领袖。

“其唯一目的是为了创造一个更加稳定的国家局势，以便继续解决影响人民的重要问题，特别是经济和生活成本问题。

“有了这项协议，稳定将有助于政府更有效地管理国家。我们，特别是土著团结党和反对党，将继续履行我们的责任，提供制衡。”

“这项协议并不意味着我们放弃作为反对派的责任。我们仍然是反对派，”他说道。

报道称，当被问及如果任何一方违反协议会发生什么时，穆希丁表示，协议条款中已对此情况作出了规定。

据报道，他表示：“如果达成了协议但未得到遵守，相关方，无论是政府还是政党，都可能采取行动，这可能导致我们今天签署的《共同服务协议》终止。”

当被问及土著团结党为何在国会解散前近一年签署该协议时，穆希丁表示，该党从一开始就希望达成这样的安排。

“今天，只有我一个人签署了这份协议。反对派一方还有一两个其他政党，我不知道他们为什么没有达成协议。那是他们的问题。”

“从一开始，我们就要求所有议员获得平等的拨款。在我担任首相期间，所有议员，无论是执政党还是反对党，都获得了拨款。”

“但他表示，在现任首相的领导下，或许时机尚未成熟。而今天，时机已经成熟，”他说。

《星报》报道称，穆达集团的赛义德·萨迪克·赛义德·阿卜杜勒·拉赫曼也参与了签约仪式，该仪式由副首相拿督斯里·法迪拉·尤索夫促成。

出席者包括副首相拿督斯里艾哈迈德扎希德哈米迪、首相署（法律及制度改革）部长拿督斯里阿扎里娜奥斯曼赛义德和巫统秘书长拿督阿西拉夫瓦吉迪杜苏基。

据报道，土团党副主席拿督斯里艾哈迈德法扎尔阿祖姆、布城国会议员拿督拉兹吉丁和兰卡威国会议员拿督莫哈末苏海米阿都拉等出席了典礼。
