Thailand’s local government recruitment scandal has widened dramatically after People’s Party MP Pakamon Nunanan exposed what she calls a privileged quota for powerful families. She says politicians, governors and senior officials helped relatives and protégés secure jobs through manipulated scores, while others allegedly paid up to ฿700,000. Investigators have already identified 5,925 altered results, including 5,145 candidates who originally failed, while 3,404 appointments face cancellation. People’s Party MP Pakamon Nunanan has opened a new front in Thailand’s massive local government recruitment scandal. She says powerful figures secured government jobs for relatives, protégés and close associates through manipulated examination scores. Crucially, she claims those favoured candidates avoided bribes allegedly demanded from ordinary participants. Their connections, rather than payments, allegedly secured their places.
The allegations concern a recruitment exercise already tainted by 5,925 altered examination results. Of those candidates, 5,145 had originally failed. Their marks were subsequently changed sufficiently to turn them into successful candidates. Another 774 had already passed before receiving further score increases. Six others failed to reach the final appointment stage.
Meanwhile, thousands of candidates had already entered government service before the manipulation was uncovered. Some 3,404 appointments were consequently earmarked for cancellation. Yet the scandal has moved far beyond correcting examination results. Investigators are now examining brokers, financial transactions, senior officials and possible links surrounding the operation.
Pakamon says powerful figures used a privileged quota to secure local government jobs for protégés
Against that backdrop, Ms Pakamon says another system operated alongside the alleged cash-for-jobs network. She described it as a quota for influential people’s children. Under that arrangement, selected candidates allegedly received assistance because of their family or political connections. Ordinary candidates, by contrast, allegedly faced demands ranging from ฿300,000 to ฿700,000.
According to Ms Pakamon, favoured candidates did not need to make those payments. Instead, their answer sheets or examination results were altered through connections with influential figures. She cited senior departmental officials and senior ministry officials among those capable of exerting influence. She also identified provincial governors, district officers and influential local figures.
In addition, Ms Pakamon said MPs from several major political parties were connected to beneficiaries. Some politicians allegedly arranged assistance for relatives, protégés or other people close to them. Notably, she said certain privileged candidates received larger score increases than candidates who allegedly paid bribes. She has promised further disclosures involving MPs.
Ms Pakamon made the allegations on September 6 while discussing senior appointments within the Ministry of Interior. She directly challenged Prime Minister Anutin Charnvirakul, who also serves as Minister of Interior. Specifically, she questioned whether officials connected to the examination controversy should continue receiving major promotions. Her challenge comes before important senior appointments expected within the ministry.
Pakamon challenges Anutin over governor’s planned promotion to lead the powerful Department of Lands
One appointment received particular attention. Ms Pakamon said a Nakhon Si Thammarat governor connected to cases she highlighted faces promotion in October. She said the official is due to become Director-General of the Department of Lands. The post places its holder at the head of one of the Interior Ministry’s most important departments.
The Department of Lands oversees land registration and title functions throughout Thailand. It therefore handles matters involving substantial property interests and complex land transactions. For that reason, Ms Pakamon linked the coming appointment directly to Mr Anutin’s stated anti-corruption position. She urged him not to promote people connected to the recruitment scandal.
“If the Prime Minister is sincere in his statement that anyone involved in this matter will be dealt with thoroughly, he must prove it by not granting high-ranking positions to those connected to this corrupt system. I will follow up and reveal more information about the MPs involved in arranging for students to take the entrance exams,” Ms Pakamon said.
Her challenge rests partly on two examination cases from Nakhon Si Thammarat. Both successful candidates reportedly shared the same surname as the provincial governor. According to Ms Pakamon, both recorded dramatic changes between their genuine and final examination scores. Their names later disappeared from the successful list.
Two candidates saw huge score increases before appointments were revoked in a second official review
In the first case category, their original Part A scores stood at around 30 points. Those marks were subsequently increased to between 70 and 80 points. Their Part B scores were originally around 50 points. Later, those results were increased to approximately 90 points.
As a result, both candidates qualified for appointments during the first round. The Department of Local Administration subsequently conducted another review. During that process, both names were revoked. The latest reports do not establish that the governor ordered the score changes.
Still, Ms Pakamon has placed the episode at the centre of her challenge over senior appointments. She questioned confidence in the ministry if people connected to such cases received further advancement. She also linked the matter to wider concerns about transparency inside the Interior Ministry. Those concerns extend beyond the Department of Local Administration.
Separately, Ms Pakamon referred to information concerning the Department of Provincial Administration. She said those transparency concerns had not been seriously investigated. She also accused the government of addressing individual examination results without reaching those behind the wider system. Her remarks focused on the structure surrounding the manipulation.
Probe found 5,925 manipulated exam results as thousands of compromised appointments are axed
The scale of the underlying recruitment exercise was enormous. Initially, 438,277 people applied for local government positions. Of those, 279,949 actually sat the examinations. Eventually, 55,193 candidates appeared on the original successful list. Subsequent checks then identified 5,925 manipulated results.
Most of those altered results involved candidates who had failed. In total, 5,145 failed candidates were converted into successful candidates through score changes. A further 774 had passed but received additional increases. Therefore, more than 86% of the manipulated cases involved candidates who originally failed.
In response, the government moved against appointments already made from the compromised results. Some 3,404 appointments were marked for cancellation. Information concerning all 5,925 cases was also forwarded to five investigative bodies. That referral widened the case beyond the Interior Ministry’s internal review.
The National Anti-Corruption Commission received the material. So did the Public Sector Anti-Corruption Commission. The Anti-Money Laundering Office was also brought into the investigation. In parallel, the police Counter Corruption Division received information concerning the cases. The Department of Special Investigation became the fifth agency involved.
Investigators trace who arranged altered scores as Pakamon points to patronage alongside cash payments
At issue now is who arranged the manipulation and who benefited from it. Investigators are examining candidates, suspected brokers and possible intermediaries. They are also following financial transactions surrounding payments for government positions. Ms Pakamon’s allegations add a separate trail based on patronage rather than money.
That distinction is significant to the emerging investigation. The existing corruption claims describe candidates paying large sums for positions. Ms Pakamon says another group received the same benefit without paying. Their alleged advantage came from political, bureaucratic or local influence.
Furthermore, her allegation can be examined against a defined pool of manipulated examination records. Investigators have 5,925 identified cases. They also have original and altered scores connected to those candidates. Those records can show precisely which candidates received extraordinary increases.
The Nakhon Si Thammarat examples illustrate the scale of some changes. Part A marks allegedly moved from around 30 to as high as 80. Part B marks allegedly rose from around 50 to approximately 90. These increases were sufficient to produce successful candidates.
Mayor Heng supplies financial evidence as local government exam investigation widens to DSI officials
Even so, altered scores alone do not identify who ordered individual changes. Investigators would need additional evidence establishing responsibility. Such evidence could include financial records, communications or witness testimony. Ms Pakamon’s allegations therefore identify potential beneficiaries rather than proving who arranged each intervention.
On another front, the scandal has expanded through evidence supplied by Prawit Jaruratchakul. He is widely known as “Mayor Heng”. Prawit formerly headed the Samrong Subdistrict Administrative Organisation in Si Sa Ket. He was also previously a Pheu Thai parliamentary candidate.
Police arrested Prawit on August 26. The case concerns accusations that money was solicited from candidates seeking local government civil service positions. He was subsequently released on bail. Prawit denies participating in the alleged recruitment cheating network.
A source close to Prawit has provided a different account. The source says Prawit became involved after a subordinate allegedly lost money to the network. The source also characterised his arrest as politically motivated. Police have rejected that interpretation and say their case is evidence-based.
Nevertheless, Prawit has since provided information concerning other figures. Counter Corruption Division investigators were due to receive further material from him on September 4. Police later changed the meeting location. The material reportedly included evidence concerning financial transactions involving two Department of Special Investigation officials.
Two DSI officials face scrutiny as witness and financial records enter widening examination investigation
As part of this, the records could potentially connect those officials with suspects already facing proceedings. Two suspects were identified as “Win” and Sgt Maj Pichit, also known as “Ja Pichit”. Both are held at Bangkok Remand Prison in connection with the examination case. Their suspected financial links remain under investigation.
Prawit also reportedly produced a key witness. The witness is said to have close knowledge of the two DSI officials. Additionally, the person could provide information about their alleged links with members of the network. One reported connection involves Sgt Maj Pichit.
The source said one DSI official had attended school with Pichit. Subsequently, the allegations reached the Justice Ministry. Justice Minister Police Lt Gen Rutthaphon Naowarat confirmed information implicating two DSI personnel. Serious disciplinary investigation proceedings were then being established.
No wrongdoing by those DSI officials has been established. Nonetheless, their inclusion widened the investigation beyond candidates, brokers and local government officials. Personnel from a major investigative agency were now being examined. The Justice Ministry’s disciplinary process formed a separate track from the police investigation.
Police examine top department figures but find no evidence linking a serving minister to the exam network
Earlier, investigators had already begun examining senior figures inside the Department of Local Administration. Police were looking at possible involvement concerning three people at director-general level. Those included two former directors-general and the then incumbent director-general. Investigators were still collecting evidence.
No finding of wrongdoing against those senior officials has yet been established, according to police sources. Even so, their examination showed how high investigators were looking inside the department. The probe was no longer confined to lower-ranking employees or outside brokers. Questions had reached the highest bureaucratic level within the agency.
More recently, another allegation pushed the political implications further. A source close to Prawit claimed the person ultimately behind the network outranked the department chief. The source further claimed that person holds a ministerial-level office in the current government. That assertion has not been independently confirmed.
Police have specifically addressed the claim. Counter Corruption Division investigators said they had already heard it during questioning. They then checked the information. However, officers said they found no evidence connecting a serving minister to the recruitment network.
Financial trail tops ฿300 million in Si Sa Ket as probe separates cash-for-jobs from privileged patronage
Accordingly, police characterised the claim as second-hand information. Investigators said it did not come from Prawit’s direct knowledge. No serving minister has therefore been established as participating in the examination operation. The claim remains unsupported by police evidence.
By comparison, the financial investigation rests on identified payments and transactions requiring further examination. In Si Sa Ket alone, material submitted to a parliamentary anti-corruption committee indicated transactions exceeding ฿300 million. Victims also described demands reaching ฿650,000 for individual government positions. Investigators are now tracing those movements of money.
Those figures fit within the wider payment range described by Ms Pakamon. She said ordinary participants faced demands between ฿300,000 and ฿700,000. Her alleged privileged group, however, supposedly avoided those payments entirely. Their scores were allegedly changed through influence instead.
This creates two distinct strands within the same examination scandal. One concerns candidates accused of buying positions through substantial payments. The other concerns candidates Ms Pakamon says received positions through powerful connections. Both strands ultimately depend on altered examination results already identified by the authorities.
Investigators examine brokers and DSI links as Pakamon demands action against those behind the exam system
Beyond that, investigators are examining the people who may have facilitated those changes. Suspected brokers form one level of the inquiry. Officials with access to the examination process form another. Senior departmental figures have also entered the investigation.
At the same time, financial connections involving two DSI officials are being examined. Prawit’s witness could provide additional information about those relationships. His financial material could also establish links between individuals already facing proceedings. The evidence remains subject to investigation.
More broadly, Ms Pakamon says the Interior Ministry should address those behind the system. She criticised any response limited to revoking compromised examination results. She also questioned whether senior personnel decisions could proceed while such allegations remained unresolved. Her immediate focus is the October Department of Lands appointment.
She further alleged that the examination corruption involved turnover reaching tens of billions of baht. That overall estimate has not been independently confirmed at this stage. However, the documented number of manipulated cases already reaches 5,925. Thousands of affected candidates had also obtained appointments.
Confirmed exam manipulation stands apart from claims involving political patrons and a minister mastermind
Notably, the established numbers separate the confirmed scandal from the wider political allegations. The manipulated results are documented. The 5,145 originally failed candidates are also documented. The 3,404 appointments earmarked for cancellation form another confirmed consequence.
By contrast, Ms Pakamon’s claims concerning political patrons remain accusations requiring investigation. The alleged ministerial mastermind is even less established. Police say they found no evidence supporting that claim. No minister has been identified by investigators as part of the network.
In the meantime, Ms Pakamon says she holds further information involving MPs. She says politicians from major parties arranged examination help for favoured candidates. She has promised to disclose more names. Those future claims would add another layer to the political inquiry.
The timing also places the scandal alongside important Interior Ministry personnel decisions. Mr Anutin controls those decisions as Minister of Interior while serving as Prime Minister. Ms Pakamon has therefore tied his anti-corruption statements directly to forthcoming appointments. Her principal demand concerns anyone connected to the examination system.
Five investigative agencies pursue money and senior figures as police reject unsupported ministerial claim
For now, investigators are following several lines at once. One involves the 5,925 manipulated results. Another involves money allegedly paid for local government jobs. A third involves brokers and suspected intermediaries.
In addition to those strands, investigators are examining senior Department of Local Administration figures. The Justice Ministry is separately moving against two DSI personnel through disciplinary proceedings. Prawit has produced financial material and a reported key witness. Ms Pakamon has added allegations of privileged patronage.
The most serious political claim remains the alleged involvement of a serving minister. Police say they investigated that assertion and found no supporting evidence. The statement came from a source close to Prawit rather than an established investigative finding. It therefore remains unsubstantiated.
The central documented facts are already substantial. More than 438,000 people applied for the recruitment process. Nearly 280,000 sat the examinations. Over 55,000 initially appeared among successful candidates.
Then came the review. It identified 5,925 altered results. Of those, 5,145 belonged to candidates who had originally failed. Another 774 successful candidates received further increases.
Thousands face cancellation as Pakamon points to privileged beneficiaries and political connections
Consequently, 3,404 appointments were placed in line for cancellation. Evidence involving all 5,925 cases went to five investigative agencies. Police are now examining money, intermediaries and senior figures surrounding the manipulation. The Justice Ministry is also pursuing its own disciplinary track.
Ms Pakamon has now added another question to that investigation. She says influence secured government positions for people who never paid the alleged bribes. Those beneficiaries included relatives and protégés of powerful figures, according to her account. She says MPs were also involved.
Her Nakhon Si Thammarat examples provide the clearest cases she has cited publicly. Two candidates allegedly saw Part A scores rise from around 30 to as much as 80. Their Part B marks allegedly moved from around 50 to approximately 90. Both secured first-round appointments before their names were revoked.
In turn, those cases have become central to her challenge over the Department of Lands appointment. She says the governor involved is due to become director-general in October. Sources have not yet established that the governor was directly linked to the anomalies. Ms Pakamon nevertheless says the connection requires scrutiny before promotion.
Anutin faces a challenge over senior appointments as the local government examination probe widens
Finally, she has put the issue directly to Mr Anutin. She says his stated anti-corruption position must be reflected in senior appointments. At the same time, she has promised further disclosures concerning MPs and favoured candidates.
The examination scandal has therefore expanded well beyond thousands of invalid scores. Investigators are now examining who paid, who collected, who altered results and who benefited. Separately, they are testing claims involving senior bureaucrats and political figures.
The ministerial allegation remains unsupported. The manipulated results do not. They involve 5,925 candidates, including 5,145 who originally failed.
Those established figures now form the backbone of a widening investigation. The next stage centres on the people, financial trails and political connections behind them.
