King presents appointment instruments to Court of Appeal, High Court judges

His Majesty Sultan Ibrahim of Malaysia presided over a ceremony at Istana Negara, where Court of Appeal judge Alice Loke Yee Ching and High Court judge Elaine Yap Chin Gaik received their instruments of appointment.

Judge Loke, an experienced legal professional, has handled notable cases, including the judicial review application of former prime minister Datuk Seri Najib Tun Razak and proceedings related to 1Malaysia Development Berhad (1MDB).

Judge Yap, holding qualifications from the University of Sydney and the Chartered Institute of Arbitrators, has served as a judicial commissioner at both the Shah Alam and Kuala Lumpur High Courts.

KUALA LUMPUR, Sept 10 — His Majesty Sultan Ibrahim, King of Malaysia, today presented instruments of appointment to two judges at Istana Negara.

The ceremony began with the presentation to Court of Appeal judge Alice Loke Yee Ching, followed by High Court judge Elaine Yap Chin Gaik.

Present were Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said, Chief Justice Tun Wan Ahmad Farid Wan Salleh, Attorney-General Tan Sri Mohd Dusuki Mokhtar, Court of Appeal President Datuk Seri Abu Bakar Jais, Chief Judge of Malaya Datuk Seri Hashim Hamzah and Chief Judge of Sabah and Sarawak Datuk Azizah Nawawi.

Loke, 64, was appointed Senior Federal Counsel in 2013, a position she held until 2018. She was appointed a judicial commissioner of the Shah Alam High Court on July 10, 2020.

She was elevated to Shah Alam High Court judge on Jan 17, 2023, before being appointed to the Kuala Lumpur High Court’s Special Powers Division on Aug 18, 2025.

As a Kuala Lumpur High Court judge, Loke handled Datuk Seri Najib Tun Razak’s judicial review application over an alleged addendum order allowing the former prime minister to serve the remainder of his prison sentence under house arrest.

During her tenure as Senior Federal Counsel, Loke was involved in several high-profile cases, including admiralty proceedings at the Kuala Lumpur High Court to seize the Equanimity, a vessel allegedly built using funds from 1Malaysia Development Berhad (1MDB).

She also handled the Sulu claim and lawsuits filed against the Malaysian government over the disappearance of Malaysia Airlines flight MH370.

Meanwhile, Yap, 53, holds a Bachelor of Laws from the University of Sydney and a Diploma in International Arbitration from the Chartered Institute of Arbitrators.

She was appointed a judicial commissioner of the Shah Alam High Court on Aug 28, 2024, before taking up the same position at the Kuala Lumpur High Court on Nov 3, 2025. — Bernama

洛克法官是一位经验丰富的法律专业人士，曾处理过一些著名案件，包括对前首相拿督斯里纳吉·敦·拉扎克的司法审查申请以及与一马发展有限公司（1MDB）相关的诉讼。

叶法官拥有悉尼大学和特许仲裁员协会的资格，曾担任莎阿南高等法院和吉隆坡高等法院的司法专员。

吉隆坡，9月10日讯——马来西亚最高元首苏丹易卜拉欣陛下今日在国家皇宫向两位法官颁发了任命书。

仪式首先向上诉法院法官陆怡菁女士致辞，随后向高等法院法官叶锦佳女士致辞。

出席者包括首相署部长（法律及制度改革）拿督斯里阿扎里娜奥斯曼赛义德、首席大法官敦旺阿末法里旺沙烈、总检察长丹斯里莫哈末杜苏基莫达、上诉法庭庭长拿督斯里阿布巴卡贾斯、马来亚首席法官拿督斯里哈欣哈姆扎以及沙巴和砂拉越首席法官拿督阿兹扎纳瓦维。

现年 64 岁的陆兆福于 2013 年被任命为联邦高级律师，并担任该职位至 2018 年。2020 年 7 月 10 日，她被任命为莎阿南高等法院司法专员。

2023 年 1 月 17 日，她晋升为莎阿南高等法院法官；2025 年 8 月 18 日，她被任命为吉隆坡高等法院特别权力部门法官。

作为吉隆坡高等法院法官，陆兆福处理了拿督斯里纳吉·敦·拉扎克的司法复核申请，该申请涉及一项据称允许这位前首相在家监禁的情况下服完剩余刑期的附加令。

在担任联邦高级律师期间，陆兆福参与了多起备受瞩目的案件，其中包括在吉隆坡高等法院进行的海事诉讼，以扣押“平静号”轮船，该船据称是用一马发展有限公司（1MDB）的资金建造的。

她还处理了苏禄索赔案以及针对马来西亚政府就马来西亚航空公司 MH370 航班失踪事件提起的诉讼。

与此同时，53岁的叶先生拥有悉尼大学法学学士学位和特许仲裁员协会国际仲裁文凭。

她于2024年8月28日被任命为莎阿南高等法院司法专员，随后于2025年11月3日就任吉隆坡高等法院同一职位。——马新社
