Sudan aid networks at risk of collapse, UN agencies warn

Without immediate donations, shelter and aid relief supplies could be depleted by the end of the month, says IOM, as civilians continue to bear the brunt of attacks.

Sudan’s aid network is at risk of collapse, the United Nations’ International Organization for Migration (IOM) has warned.

Ongoing fighting , heavy rains, and continued displacement threaten to bring an “imminent end” to Sudan’s emergency relief supply via the IOM’s Common Humanitarian Pipeline, the agency said on Monday.

The ongoing war between the Sudanese army and the rival paramilitary Rapid Support Forces (RSF) that erupted in April 2023 has killed more than 200,000 people, aid workers estimate, and created the world’s largest hunger and displacement crisis. But amid a sharp cutback in global aid funding, resources are stretched.

“The entire humanitarian system could collapse within weeks if we don’t act now. Without new funding, we won’t be able to get help where it’s needed most,” said Amy Pope, IOM’s director general in a statement.

“We simply can’t turn our back on the people of Sudan when they need us most amid raging conflict, increased displacement and the impact of heavy rain,” she added.

The IOM warned that without immediate donor support, shelter and aid relief supplies are expected to be depleted by the end of the month. The operational capacity of warehouses that keep the pipeline functioning is only able to be sustained until the end of the year.

A total of 8.6 million people remain internally displaced in Sudan, with ongoing violence, floods and heavy rains continuing to damage shelters and forcing people to move, the organisation said.

IOM said its network, comprising nearly 100 national and international NGOs, has supplied aid to 2.8 million people since July 2023. However, its reach has been shrinking due to falling funds, even as needs remain at an all-time high.

The cost of keeping the IOM system running for a year to support 305,000 people is $15m, and the agency would require $42m to return to the level of aid it was able to provide in 2024.

Funding for Sudan at the World Food Programme (WFP) has also fallen, dropping by about half this year, its acting head told the Reuters news agency.

Executive Director Carl Skau said that while access had represented humanitarians’ largest obstacle in the past, now “we have [a] presence that we are not fully utilising because of the lack of funding”.

Last year, WFP received $645m in funds, but so far this year funding is only at $206m.

Meanwhile, in continued fighting, at least four civilians were killed and several others wounded overnight in RSF drone attacks on Damazin, the capital of Blue Nile region, a senior Sudanese military official told Al Jazeera.

The official said the attacks targeted civilian infrastructure and fuel stations owned by civilians.

自2023年4月爆发以来，苏丹军队与敌对的准军事组织快速支援部队（RSF）之间的持续战争已造成超过20万人死亡，援助人员估计，并引发了世界上最严重的饥饿和流离失所危机。但由于全球援助资金大幅削减，资源捉襟见肘。

国际移民组织总干事艾米·波普在一份声明中表示：“如果我们现在不采取行动，整个人道主义体系可能在几周内崩溃。如果没有新的资金，我们将无法将援助送到最需要的地方。”

她补充说：“在苏丹人民最需要我们的时候，我们绝不能对他们置之不理。他们正处于冲突肆虐、流离失所者增多和暴雨影响之中。”

国际移民组织警告称，如果没有捐助方的立即支持，预计到本月底，庇护所和援助物资将耗尽。维持物资运输畅通的仓库的运营能力也只能维持到年底。

该组织表示，苏丹境内仍有 860 万人流离失所，持续不断的暴力冲突、洪水和暴雨继续破坏住所，迫使人们迁移。

国际移民组织表示，自2023年7月以来，其由近100个国家和国际非政府组织组成的网络已向280万人提供了援助。然而，由于资金减少，其援助范围一直在缩小，而需求却仍然处于历史最高水平。

维持国际移民组织系统一年的运行以支持 305,000 人的成本为 1500 万美元，该机构需要 4200 万美元才能恢复到 2024 年能够提供的援助水平。

世界粮食计划署（WFP）代理负责人告诉路透社，该机构对苏丹的资金也减少了，今年减少了约一半。

执行主任卡尔·斯考表示，虽然过去准入一直是人道主义者面临的最大障碍，但现在“由于缺乏资金，我们虽然拥有一定的存在，但却没有得到充分利用”。

去年，世界粮食计划署获得了 6.45 亿美元的资金，但今年到目前为止，资金仅为 2.06 亿美元。

与此同时，一名苏丹高级军官告诉半岛电视台，在持续的战斗中，快速支援部队无人机连夜袭击青尼罗河州首府达马津，造成至少四名平民死亡，另有多人受伤。

该官员表示，袭击目标是民用基础设施和民用加油站。
