Possible Street Protests in the Pipeline after Election Commission’s Decision on Senate Collusion Case

He said that the key is to wait for September 28 when the Constitutional Court makes a decision on the barcode on the ballot papers on the February 8, 2026 elections that has been a key issue raised by the various groups.

Election Commission has decided to prosecute 77 people, but key people are off the hook

The Election Commission of Thailand (EC) has decided to pursue cases against 77 people over alleged collusion in the 2024 Senate selection, including 26 serving senators.

The caveat though was that none of the 21 accused Bhumjai Thai politicians, including Prime Minister Anutin Charnvirakul, will face court or criminal proceedings.

The 77 comprises 26 serving senators, 36 candidates eligible to vote in the Senate selection and 15 other individuals. No reserve-listed candidates, party executives, MPs or political officeholders were included. The inquiry involved 67 complainants, 427 respondents and 75,722 pages of evidence.

EC tries to Justify its Decision

EC Chairman Narong Klunwarin clarified that the EC’s decision is not a finding of guilt, allowing affected individuals to contest the allegations in the Supreme Court, while individual votes remain undisclosed.

Additionally, no one will be prosecuted under Section 76 of the Senate selection law regarding political party assistance. The case relies heavily on testimony from Witness No. 16, former expelled MP Ekkarat Changlao, who alleged that Bhumjai Thai executives and MPs held post-selection meetings at party headquarters in late June 2024.

Former MP Ekkarat Changlao alleged that Anutin Charnvirakul, Newin Chidchob, and Bhumjai Thai MPs met with senators in July 2024, though he later fully retracted his testimony, leading EC Panel 36 to deem him unreliable and vote 5–2 to recommend dismissing the case against 229 accused—contradicting an inquiry committee finding grounds against 229 individuals.

Meanwhile, 36 people (including 26 serving senators) face proceedings over EC rule breaches, vote buying, and illegal inducements as part of 77 overall accused; the EC must petition the Supreme Court within 60 days, where the 26 senators may continue their duties until the court accepts the petitions for review.

The decision has drawn scrutiny because allegations against the party figures relied partly on testimony from expelled former Bhumjai Thai MP Ekkarat Changlao. He later withdrew his evidence in full, leading an EC panel to deem him unreliable and recommend dismissing the case against 229 accused.

PM Anutin Declines to Comment on EC’s Decision

Yesterday, Anutin Charnvirakul—Deputy Prime Minister and Minister of Interior—presided over the opening ceremony and delivered a keynote address at the Gastech Bangkok 2026 Exhibition & Conference. He declined to answer questions regarding the aforementioned Election Commission meeting before getting into his vehicle, waving, and saying, “Bye-bye.” He is currently in Vietnam and has yet to respond to the development.

iLaw takes action to start revealing details

Yingcheep Atchanont, Project Manager of the Internet Dialogue on Law Reform (iLaw), held a press conference and issued a statement accusing the Election Commission (EC)—appointed by the Senate—of abusing its power to protect the ‘Blue Faction’ senators.

iLaw stresses that the only recourse is to oppose this setup by joining a public petition for a citizen-led constitutional draft with a fully elected Constitution Drafting Assembly (CDA), bypassing the Senate’s control entirely.

Last night iLaw published testimony from former Bhumjai Thai MP Ekkarat Changlao (Witness No. 16/26) regarding Special Case No. 24/2025, which investigates secret-society and money-laundering offenses tied to the Senate selection.

Ekkarat alleged that party executives—including co-founder Newin Chidchob (Accused No. 228), PM’s Office Minister Paradorn Prissananantakul, Secretary-General Chaichanok Chidchob, and several cabinet ministers and MPs—organized a coordinated operation using offline computer software to secure Senate seats. These details represent only a portion of the records from the EC-DSI Central Investigation and Inquiry Committee No. 26, with additional disclosures planned.

People’s Party Jumps to Action

The People’s Party announced plans to pursue legal action against the Election Commission (EC) after the agency targeted only 26 senators in the 2024 Senate collusion case, while clearing all accused ministers, MPs, and Bhumjai Thai executives. Pointing to extensive evidence, including voting instruction sheets, financial trails, audio clips, and phone logs, the party argued that the panel’s findings implicate a broader network that should be prosecuted collectively.

Accusing the EC of potential malfeasance, selective legal standards, and conflicts of interest tied to four commissioners appointed under the current Senate, the People’s Party pledged to challenge uncharged figures, utilize parliamentary mechanisms like no-confidence motions, and push for constitutional reforms to limit Senate authority and oversee independent agencies.

Yellow Shirt Leader Sondhi Criticizes EC’s Decision

Sondhi Limthongkul criticized the Election Commission’s (EC) decision to prosecute 77 individuals—including 26 sitting senators—in the 2024 Senate collusion case, calling it a predetermined outcome designed to shield senior Bhumjai Thai politicians. He argued that lower-level participants were sacrificed to protect party executives and officeholders while ruling out Section 76 charges, effectively blocking potential party-dissolution petitions.

He noted that the retracted testimony of former MP Ekkarat Changlao severely weakened key evidence, though he has yet to confirm whether he will proceed with his previously threatened September 18–19 street rally aimed at pressuring independent agencies.

Frigate Procurement Project Review

Air Chief Marshal Manat Wongwat, President of the Defence Industry Association and former Air Force Commander, has submitted letters to the Auditor General and the South Korean Ambassador to review the Royal Thai Navy’s (RTN) frigate procurement project. He cited a lack of local content integration to support Thai industry and raised concerns over an unexplained shift in the Offset Policy value from 2.25 billion to 7 billion baht.

In response, Rear Admiral Parat Rattanachaiphan, the Royal Thai Navy spokesperson, stated that inquiries have been made with the two agencies where Air Chief Marshal Manat submitted his formal letters. As the Navy has not yet been officially notified, it must await the relevant documentation. The Navy is unconcerned by the matter and noted that a formal statement would be issued on September 18. However, he acknowledged that the submission of such letters or appeals could impact the frigate project, potentially causing it to stall.

Meanwhile, Admiral Pairoj Fuangchan, Commander-in-Chief of the Royal Thai Navy visited Government House to personally thank the Prime Minister regarding the frigate acquisition.

Thai Chuay Thai (Thais Help Thais) would be extended with reallocation of budget

The Ministry of Finance is planning to reallocate a 200-billion-baht loan budget to support the second phase of the Thai Chuai Thai Plus project, as existing funds may only last for one month if paid at the previous rate. Lavaron Sangsnit, Permanent Secretary for Finance, stated that the loan expenditure screening committee will meet this week to review three key initiatives: the Ministry of Finance’s Thai Chuai Thai Plus project, the Ministry of Tourism and Sports’ Thai Tiew Thai Plus project, and the Ministry of Interior’s public rooftop solar installation support project.

Implementing the relief measures under the Thai Chuai Thai Plus project at the original rate would require approximately 40 billion baht per month, exhausting current funding within a single month. The Fiscal Policy Office is currently designing the criteria and format for the second phase. Under legal provisions, if the second 200-billion-baht portion of the 400-billion-baht loan act—earmarked for clean energy transition—is insufficient, funding can be reallocated between the first and second portions to supplement each other.

The screening committee will expedite its review of these proposals to submit them to the Cabinet before the project ends on September 30, ensuring the measures continue without interruption and prevent any negative impact on the public. Whether the project duration will be extended by the end of the year depends on the detailed proposals submitted by the relevant agencies.

Lavaron Sangsnit, Permanent Secretary for Finance and chairman of the royal decree borrowing loan screening committee, stated that the committee will meet this week to consider extending the “Thai Chuay Thai Plus” project using the remaining 40-billion-baht allocation from the emergency energy decree.

The program offers usage of 1,000 Baht per person per month and has been ongoing into the 4 th month this month.

Lavaron said that the need to extend was driven by renewed Middle East conflict and oil prices surging past $100 per barrel, the extension proposal will be rushed to the Cabinet for approval before the current program expires on September 30.

At this week’s Cabinet meeting, Deputy Prime Minister and Minister of Transport Phiphat Ratchakitprakarn presided over the session in place of Prime Minister and Minister of Interior Anutin Charnvirakul, who is visiting the Socialist Republic of Vietnam to perform duties as an honorary minister from September 14 to 16.

Suriya Jungrungreangkit, Minister of Agriculture and Cooperatives, stated that the Ministry plans to submit a proposal to the Cabinet regarding the Lower Chao Phraya Irrigation System Improvement Project (Lower Eastern Section). The project, valued at 95 billion baht, will be funded through a loan from the Asian Development Bank (ADB) and the national budget.

It aims to upgrade and expand drainage capacity on the lower eastern bank of the Chao Phraya River, enabling water discharge into the sea via the Phra Ong Chao Chaiyanuchit Canal at a rate of 400 cubic meters per second. USTDA & EGAT Sign Agreement for Thailand’s 1 st Nuclear Energy Feasibility Study

The U.S. Trade and Development Agency has signed an agreement with the Electricity Generating Authority of Thailand for a feasibility study to analyze U.S. small modular reactor technologies. The project aims to support Thailand in exploring its first-ever nuclear power project, which would generate about 600 megawatts of electricity to power hundreds of thousands of homes and meet growing economic power demands.

The USTDA-funded study will help EGAT assess potential locations, costs, and regulatory steps for deploying SMR technology. The vendor-neutral study will evaluate reactor designs from U.S. companies including GE-Hitachi, Holtec, Kairos Power, NuScale, TerraPower, Westinghouse, and X-Energy.

EGAT Governor Dr. Narin Phoawanich stated that the grant provides an important foundation for evaluating SMR technology to strengthen energy security and support a cleaner energy future. Thomas R. GULF’s Sarath warns High Data Center electricity costs risks investments outflows

The project aims to connect Thailand to the United States through five Southeast Asian nations, including Indonesia, Malaysia, the Philippines, Singapore, and Vietnam, replacing existing systems that are nearing the end of their operational lifespan.

He outlined a strategy to balance energy security, affordability, and sustainability amid rising industrial demand. The plan centers on four key pillars: maintaining grid stability through natural gas and LNG while scaling up renewables; driving a practical energy transition—highlighted by a 50-billion-baht residential solar initiative launch in mid-October; leveraging clean energy to boost economic growth and attract foreign investment; and deepening international partnerships in emerging green technologies.

Speaking at the Gastech conference, the Prime Minister reaffirmed Thailand’s readiness to serve as ASEAN’s regional hub and a reliable global partner for a sustainable energy future.

Energy Minister Akanat Promphan introduced the “Bangkok Dialogue” initiative at Gastech 2026, highlighting Thailand’s strategic readiness to serve as Southeast Asia’s energy hub. To meet rising global demand, Thailand is advancing its natural gas infrastructure by launching the 26th offshore petroleum exploration bidding round (60,200 sq km) and expanding LNG receiving capacity from 19 to 27 million tons.

Furthermore, Thailand is driving its Net Zero 2050 target through clean energy technologies, emphasizing its lead in regional Carbon Capture and Storage (CCS) development with a final investment decision (FID) reached on a flagship pilot project and plans for an Eastern Hub infrastructure.

The Fuel Oil Fund Executive Committee approved an overall retail fuel price increase of 0.85 baht per liter effective September 15, 2026, driven by Middle East geopolitical tensions, tanker attacks, and global refinery bottlenecks that pushed Singapore diesel prices past $195/barrel and gasoline to around $147/barrel.
