6 admit to being part of group that stored nearly 58k vape items in Lentor, Sembawang ‘warehouses’

Two men who were syndicate leaders and four subordinates have admitted that they were part of a crime group.

Wong Ee Wei and Kenneth Tan Hong Chang were leaders in the group at different times.

The other four offenders were Ng Tai Lun, Tiffany Lim Hui Peng, Adrian Chia Hong Qing and Tan Yi Tan.

SINGAPORE – Two syndicate leaders, and four subordinates, were on Sept 17 convicted for being part of a criminal group that stored nearly 58,000 vape products in two “warehouses” here .

Nearly 17,000 of the products were vapes .

One of the rented “warehouses” was a terrace house in Lentor, and the other was a condominium unit in the Canberra area in Sembawang.

Wong Ee Wei, 29, and Kenneth Tan Hong Chang, 31, had admitted they were leaders in the group. Wong earned up to $280,000 while Tan earned around $36,000.

They took instructions from a person known only as “Nobody”, purportedly based in Malaysia.

The leaders managed the “warehouses” and the group’s finances. They also coordinated the deliveries of vape products from Malaysia as arranged by “Nobody”.

Three others - Ng Tai Lun, 27, Tiffany Lim Hui Peng, 30, and Adrian Chia Hong Qing, 33 - had acted as “local distributors” in the three-tiered syndicate.

Those in this middle rung earned up to $8,000 monthly, and met “area distributors” to hand them the orders for the day and collect earnings.

The sixth offender, Tan Yi Tan, 36, was an “area distributor”, occupying the lowest rung in the syndicate .

The court heard that the group delivered up to 210 orders of vaporisers and components daily.

Chia earned around $100,000, Ng about $40,000, and Tan Yi Tan around $38,400.

On Sept 17, each offender pleaded guilty to between two and nine charges, for offences including being a member of the syndicate.

Lim is Kenneth Tan ’s wife.

He had pleaded guilty to the most number of charges. He was also involved in multiple unrelated offences including cheating and disturbing the public peace by fighting.

Wong, who was the other leader, had pleaded guilty to two charges and both of them were linked to the syndicate .

The prosecution stated in court documents that Wong became the local syndicate leader in mid-2022.

He was introduced to Nobody that year, and recruited other individuals including Chia.

Wong stopped being the leader in December 2024, and became a “sleeping partner” after that.

Court documents stated that Tey Ler Wei, 30, took over the position before Kenneth Tan became a local syndicate leader in February 2025.

Lim had rented the Canberra condominium, which she occupied with Kenneth Tan. She earned about $44,000 while working for the syndicate.

The Lentor house was rented by another person.

The syndicate distributed vaporisers from mid-2022 to October 2025, and operated both “warehouses”.

The six offenders will be sentenced in October.

A seventh offender, Roy Tan Jun Jie, 34, was sentenced to 10 months’ jail and fined $45,000 on Aug 19.

The prosecution said Kenneth Tan was also involved in other offences not linked to the syndicate.

He was earlier placed on a remission order, where he was supposed to keep himself out of trouble from April 5 to July 6, 2023 .

However, he re-offended when he went to a Jalan Besar nightspot on June 12, 2023, and got into a brawl.

He was arrested and released on bail the next day. But he was caught driving a car two months later, after being disqualified for drink driving.

Kenneth Tan was arrested and released on bail again on Aug 12, 2023.

But he committed offences including cheating involving nearly $49,000 between December 2023 and January 2024.

He was arrested and released on bail for the third time on Feb 14, 2025, and committed offences linked to the syndicate .

第六名罪犯谭义谭，36岁，是一名“区域分销商”，在犯罪集团中处于最低级别。

法庭获悉，该团伙每天交付多达 210 份电子烟及其组件的订单。

Chia 的收入约为 10 万美元，Ng 的收入约为 4 万美元，Tan Yi Tan 的收入约为 3.84 万美元。

9 月 17 日，每名罪犯对两项至九项指控认罪，罪名包括成为犯罪集团成员。

林是陈建国的妻子。

他承认的指控数量最多。他还牵涉到多起其他罪行，包括诈骗和斗殴扰乱公共秩序。

另一名头目黄某承认了两项指控，这两项指控都与该犯罪集团有关。

检方在法庭文件中指出，黄某于 2022 年年中成为当地犯罪集团的头目。

那一年他结识了 Nobody，并招募了包括 Chia 在内的其他人。

法庭文件显示，30 岁的 Tey Ler Wei 在 Kenneth Tan 于 2025 年 2 月成为当地犯罪集团头目之前接任了该职位。

林女士租下了堪培拉的一套公寓，与陈先生同住。她在为该犯罪集团工作期间，每月收入约4.4万美元。

伦托的房子被另一个人租走了。

该犯罪集团从 2022 年年中到 2025 年 10 月分销电子烟，并运营着两个“仓库”。

这六名罪犯将于十月被判刑。

第七名罪犯，34岁的陈俊杰（Roy Tan Jun Jie），于8月19日被判处10个月监禁并罚款45000美元。

检方称，肯尼斯·谭还参与了其他与该犯罪集团无关的犯罪活动。

他之前被判处缓刑，缓刑期间（2023 年 4 月 5 日至 7 月 6 日）他应该安分守己，不再惹事。

然而，2023年6月12日，他前往惹兰勿刹的一家夜总会，与人发生争执，再次触犯法律。

他被捕后第二天便获保释。但两个月后，他因酒后驾车被吊销驾照后，又被发现开车。

Kenneth Tan 于 2023 年 8 月 12 日再次被捕，后获准保释。

但他犯下了包括诈骗在内的罪行，涉案金额近 49,000 美元，时间从 2023 年 12 月到 2024 年 1 月。

2025年2月14日，他第三次被捕并获得保释，之后又犯下了与犯罪集团有关的罪行。
