Completion of North-South Corridor set back 2 years, LTA notes 'significant' construction challenges

The completion of North-South Corridor (NSC) has been pushed back by about two years as it faces construction challenges, the Land Transport Authority (LTA) said in an update on Thursday (Sept 17) .

The 21.5km corridor is set to enhance connectivity between the northern parts of Singapore and the city, connecting towns like Sembawang, Yishun, Ang Mo Kio, Toa Payoh, Novena and Rochor to the south.

It comprises an 8.8km viaduct and a 12.3km tunnel section and is expected to help relieve congestion along expressways and major arterial roads.

More than 90 per cent of the viaduct and tunnel foundation work have been completed as at August 2026, said LTA, adding that construction has currently progressed to above-ground structures such as installing columns, crossheads and viaduct segments.

The NSC was supposed to be completed in phases with the viaduct completed in 2027 and the tunnel in 2029.

Now, the viaduct from Admiralty Road West to Lentor Avenue and the tunnel from Lentor Avenue to East Coast Parkway are expected to open in phases from 2029 and 2031 respectively, LTA said.

Fractured rock, groundwater inflows

The construction timeline had to be changed due to several site-specific challenges.

LTA noted that significant foundation work had to be done along Gambas Avenue and Woodlands Avenue 8 due to challenging ground conditions.

For instance, some of the piles had to be driven deeper than originally planned due to the presence of fractured rock.

Also, the presence of fractured rock and groundwater inflows underneath the live North-South Line tunnel required a more time-intensive mining method to excavate at Novena.

"This is one of the most technically demanding sections of the project, where the NSC tunnel passes both above and below the operational NSL, with clearance as close as one meter," LTA said of the construction in Novena.

Extensive controlled rock blasting, additional rock removal and ground stabilisation work had to be done before excavation could proceed safely at Thomson.

As the viaduct work is highly sequential, delays to the foundation work have affected subsequent activities, LTA said, explaining that installation of crossheads and segments can only proceed after the foundation is completed.

Progressive reinstatement of roads

Commuters and motorists travelling along the corridor can expect travel conditions to improve progressively as major structural works are completed, said LTA's NSC deputy group director, Ang Pui Boon.

Speaking to the media on Tuesday, he said that more construction activities will move underground, easing disruption on surrounding roads from 2027.

From 2028, completed stretches will be progressively reinstated with roads, footpaths, and other public areas reinstated for public use, he added.

Ang said: "Our priority remains to complete the project safely while progressively improving conditions for motorists, residents, and businesses along the corridor."
