Police swoop on errant teen cyclists in Bukit Panjang; 13 investigated for offences including illegal gambling and vape possession

A total of 13 teenagers are under investigation for various offences following an operation targeting errant teenage cyclists in Bukit Panjang on Sept 9.

Police said in a news release on Friday (Sept 18) afternoon that they conducted a joint enforcement operation with the Land Transport Authority (LTA) following feedback from members of the public about teenage cyclists causing a nuisance in the area at night.

Investigations also revealed that several of the teenage cyclists had made nuisance calls to the police emergency line (999) and used abusive words against police officers who responded to these calls.

That night, checks were conducted on a total of 27 teenagers, aged between 12 and 19. Of these, 13 individuals are being investigated for offences including harassment, public nuisance, illegal gambling, vape-related offences and active mobility violations.

Among them, a 13-year-old boy was arrested for public nuisance and is under investigation for making abusive communications towards a public servant.

The 12 remaining teenagers being investigated are:

Two male teenagers, aged 13 and 14, for allegedly communicating a false message and riding bicycles without working handbrakes on public paths.

A 12-year-old male teenager for allegedly communicating a false message.

An 18-year-old male teenager for allegedly gambling with an unlicensed gambling service provider or at an unlawful gambling place.

One female and two male teenagers, aged between 16 and 19, for possessing vaporisers.

Five male teenagers, aged 14 to 19, for allegedly riding bicycles without working handbrakes on public paths.

The police said they take a serious view of any conduct that compromises public safety and order, including the making of nuisance calls to the police and the use of abusive words towards public servants in the course of their duties.

They added that firm action will be taken against those who make nuisance calls to the police and those who direct abusive words or behaviour towards public servants.

"The police and LTA will continue to conduct regular enforcement operations to address errant behaviour. Offenders will be dealt with firmly in accordance with the law."

两名分别为 13 岁和 14 岁的男性青少年，因涉嫌散布虚假信息和在公共道路上骑没有正常手刹的自行车而被起诉。

一名12岁男孩因涉嫌散布虚假信息而被起诉。

一名 18 岁男性青少年因涉嫌与无牌赌博服务提供商或在非法赌博场所进行赌博而被起诉。

一名女性和两名男性青少年（年龄在 16 至 19 岁之间）因持有电子烟而被起诉。

五名年龄在 14 至 19 岁之间的青少年男子，因涉嫌在公共道路上骑没有使用手刹的自行车而被拘留。

警方表示，他们会严肃对待任何危害公共安全和秩序的行为，包括拨打骚扰电话骚扰警察以及在公务人员执行公务时使用辱骂性语言。

他们还补充说，将对那些拨打骚扰电话骚扰警察的人以及那些对公务人员进行辱骂或辱骂行为的人采取严厉措施。

“警方和陆路交通管理局将继续定期开展执法行动，以应对违规行为。违法者将依法受到严厉惩处。”
