Negeri Sembilan MB says exco barred from Wisma Negeri, urges review of directive

Negeri Sembilan Menteri Besar, Datuk Ismail Lasim, has called for a review of a directive barring state executive councillors from accessing their offices and performing their duties following a revocation of their appointments by the palace due to alleged breaches of their oath.

Ismail contended that this verbal directive disrupts state administration and ignores constitutional protocols.

He asserted that the current exco members remain legitimate and that their ability to operate is crucial for decisions affecting public interests.

Emphasizing the need for adherence to proper processes, Ismail urged respect for the state's Royal Institution while ensuring state functions continue unimpeded.

SEREMBAN, Sept 24 — Negeri Sembilan Menteri Besar Datuk Ismail Lasim today said state executive councillors (exco) had been barred from entering their offices at Wisma Negeri and urged the relevant authorities to immediately review the directive.

Ismail, who is also the Juasseh assemblyman, said he had been informed that the exco members were not only prohibited from entering their respective offices, but were also prevented from carrying out their duties.

The palace had earlier announced that Tuanku Muhriz Tuanku Munawir revoked the exco appointments with immediate effect, citing breaches of their oath of office during a September 15 meeting.

“I have been informed that there is a restraining order or directive prohibiting the exco members from entering their respective offices.

“I have also been informed that it is not merely that they are not allowed to enter their exco offices at Wisma Negeri, but that they are also not allowed to carry out their duties as exco members,” he told a press conference at Klana Resort here.

Ismail said the directive was conveyed to the exco members verbally rather than in writing.

He urged the relevant authorities to review the directive, including its basis and scope, taking into account the ongoing dispute and the need to ensure that state administration and public affairs were not disrupted.

Ismail said the request was being made through proper channels and would not prevent the authorities from carrying out their security responsibilities.

“I urge all parties to give the state government and the legal process room to resolve this dispute.

“The state government will continue to act properly, respect the state’s Royal Institution and prioritise the interests of the people,” he said.

He also maintained that the existing exco members remained legitimate and should continue carrying out their duties as usual.

Ismail said this was important as preventing the exco members from entering their offices or holding exco meetings could affect decisions involving the interests of the people.

“If the exco members are not allowed to enter their offices or hold exco meetings and so on, this would effectively be a denial of the people’s rights because many of these decisions are related to the interests of the people,” he said.

Ismail also said he had never been consulted or advised regarding the termination of any exco member under Article 38(5) of the Constitution of the State of Negeri Sembilan 1959.

“Therefore, once again, I want to emphasise that the existing exco members remain legitimate and will continue to carry out their duties as usual,” he said.

伊斯梅尔同时也是朱阿塞州议员，他表示，他已获悉，行政委员会成员不仅被禁止进入各自的办公室，而且还被阻止履行职责。

王宫此前宣布，端姑慕赫里兹·端姑慕纳维尔在9月15日的会议上，以行政委员会成员违反就职誓言为由，立即撤销了他们的任命。

“我获悉，有一项限制令或指令禁止执行委员会成员进入各自的办公室。

“我还了解到，他们不仅不被允许进入州政府大楼的行政委员会办公室，而且还被禁止履行行政委员会成员的职责，”他在克拉纳度假村举行的新闻发布会上说。

伊斯梅尔表示，该指令是以口头形式而非书面形式传达给执行委员会成员的。

他敦促有关当局审查该指令，包括其依据和范围，同时考虑到正在进行的争端以及确保国家行政和公共事务不受干扰的需要。

伊斯梅尔表示，该请求是通过正当渠道提出的，不会妨碍当局履行其安全职责。

“我敦促各方给州政府和法律程序留出空间来解决这场争端。”

他说：“州政府将继续行事得当，尊重州内的皇家机构，并将人民的利益放在首位。”

他还坚持认为，现任执行委员会成员仍然合法，应该继续照常履行职责。

“因此，我再次强调，现任执行委员会成员仍然合法，并将继续照常履行职责，”他说。
