Negeri Sembilan Menteri Besar Datuk Ismail Lasim has refuted Prime Minister Datuk Seri Anwar Ibrahim's allegations that his and the state executive council's actions were "rude" and "uncivilised" concerning the position of the Yang di-Pertuan Besar.

Ismail clarified that no decisions were made regarding the removal or appointment of the ruler, emphasizing that the state executive council merely discussed the state's administrative stance on a proclamation by the four Undangs.

He asserted that while respecting the Royal Institution, any determination regarding the proclamation should be guided by the state's constitution and legal procedures, and they respect any active court orders.

Anwar criticized the attempt as overstepping the state authority's mandate, stressing that resolving conflicting claims among the Undangs is crucial before any decision can be validated.

SEREMBAN, Sept 24 — Negeri Sembilan Menteri Besar Datuk Ismail Lasim today rejected Prime Minister Datuk Seri Anwar Ibrahim’s description of his and the state executive council’s actions as “rude” and “uncivilised”, saying they had not made any decision to remove or appoint the Yang di-Pertuan Besar.

Ismail said he respected Anwar’s concern for the Royal Institution but believed the Prime Minister’s criticism was based on an incomplete understanding of the actual role played by the Menteri Besar and the exco.

“I take note of the statement made by the honourable Prime Minister yesterday, who described my actions and those of the state executive council as rude and uncivilised.

“I respect the Prime Minister’s concern for the Royal Institution. However, I am concerned that the reprimand was based on an incomplete picture of the actual role of the Menteri Besar and the exco members,” he told a press conference at Klana Resort here.

Ismail, who is also the Juasseh assemblyman, said the state executive council had instead discussed the state administration’s position on a proclamation presented as the decision of the four Undangs.

“In this matter, the Menteri Besar and the exco did not make any decision to remove or appoint the Yang di-Pertuan Besar.

“The state executive council discussed the state administration’s position on the proclamation presented as the decision of the four Undangs,” he said.

He said the exco’s agreement to subsequent administrative action did not mean that it had assumed the powers of the Undangs or made the decision on the position of the Yang di-Pertuan Besar.

“The state executive council’s agreement to the subsequent administrative action does not mean that the council took over the powers of the Undangs or became the party making the decision regarding the position of the Yang di-Pertuan Besar,” he said.

Ismail said he and the exco would not interfere in customary considerations or the selection process, which he said fell within the jurisdiction prescribed under the Constitution of the State of Negeri Sembilan 1959.

He said any questions regarding the validity of the proclamation, compliance with procedures and its constitutional effects should be determined according to the state constitution and relevant legal processes.

“We respect any court order that is in force,” he said.

Yesterday, Anwar criticised Ismail and the state executive council for attempting to remove Yang di Pertuan Besar Tuanku Muhriz Tuanku Munawir, calling the move rude and uncivilised.

He said no state level authority has the mandate to question or alter the position of the Ruler.

Anwar stressed that the federal government is not interfering in the matter and said the issue of dethroning a Ruler is not straightforward.

He then said conflicting claims among the Undangs must be resolved before any decision can be considered valid.

Anwar added that any decision made by the properly appointed Undangs following the correct process would fall outside the jurisdiction of the federal government.

“我尊重首相对于王室的关切。然而，我担心此次训诫是基于对务大臣和行政议员实际角色的片面了解，”他在克拉纳度假村举行的新闻发布会上表示。

伊斯梅尔同时也是朱阿塞州议员，他表示，州行政委员会讨论的是州政府对一份被宣称为四位州议员决定的公告的立场。

“在这件事上，州务大臣和行政会议没有做出任何罢免或任命国家元首的决定。

他说：“州行政委员会讨论了州政府对四位议员提出的公告的立场。”

他表示，行政委员会同意采取后续行政措施并不意味着它已经获得了Undangs的权力，或者对Yang di-Pertuan Besar的职位做出了决定。

他说：“州行政委员会同意后续的行政行动，并不意味着该委员会接管了州议会的权力，或者成为决定州元首职位的一方。”

伊斯梅尔表示，他和行政委员会不会干预惯例考虑或遴选过程，他说这属于1959年森美兰州宪法规定的管辖范围之内。

他表示，任何关于该公告的有效性、程序合规性及其宪法效力的问题，都应根据国家宪法和相关法律程序来确定。

他说：“我们尊重任何有效的法院命令。”

昨天，安瓦尔批评伊斯梅尔和州执行委员会试图罢免国家元首端姑穆赫里兹端姑穆纳维尔，称此举粗鲁且不文明。

他表示，任何国家级机关都没有权力质疑或改变统治者的地位。

安华强调联邦政府不会干预此事，并表示废黜统治者的问题并不简单。

他随后表示，必须先解决各部落之间的冲突主张，才能做出有效的决定。

安华补充说，任何由正式任命的联邦委员按照正确程序做出的决定，都将超出联邦政府的管辖范围。
