Anwar firm on non‑interference, says Negeri Sembilan ruler’s position must be decided under Constitution

Prime Minister Datuk Seri Anwar Ibrahim stated he will not interfere in the position of the Yang Dipertuan Besar of Negeri Sembilan, advocating resolution through the Constitution.

Anwar emphasised that deposing a Ruler cannot be done easily, underscoring the need for actions to align with constitutional provisions.

He highlighted the limits of the Prime Minister's power, noting any changes to the institution of Malay Rulers must adhere to constitutional laws.

PENDANG, Sept 26 — Prime Minister Datuk Seri Anwar Ibrahim stressed that he would not interfere in matters concerning the position of the Yang Dipertuan Besar of Negeri Sembilan, and that any dispute involving the royal institution should be resolved in accordance with the Constitution and the law.

He said under the constitutional monarchy system practised in the country, any action concerning a Ruler could not be taken arbitrarily but must be based on constitutional provisions.

“I said I am not interfering. What am I interfering in? The Undangs made a decision. There are parties supporting them and giving their views, and there is no problem with that. I do not want to interfere.

“But even with the Undang, which is valid, which is invalid? Decide and resolve that,” he said during his speech at the Sebarkan Salam dan Pendang Berselawat Bersama Datuk Seri Anwar Ibrahim programme here tonight.

Anwar said issues involving the Ruler should not be taken lightly as Malaysia practises a constitutional monarchy that places the royal institution within the framework of the Constitution.

He said any action to remove or depose a Ruler could not be taken lightly, but was instead subject to the conditions and processes stipulated in the state Constitution.

“Discuss it amicably. I do not agree with overthrowing a Ruler so easily. Our system cannot work that way, which is why the Constitution is very clear,” he said.

According to Anwar, the Prime Minister and Cabinet also have limits to their powers set by the Constitution and cannot arbitrarily change matters relating to the institution of the Malay Rulers.

“The Prime Minister is the chief executive administering the country. What is his limit? He cannot amend the Constitution regarding Islam, the Malay language, the rights of all Malays and the Rulers,” he said.

He said the principle must be defended to ensure the constitutional monarchy system was not eroded by actions that did not follow constitutional channels.

“If we can bring down a Ruler so easily, the royal system will cease to exist in our country. But I understand the people, especially the Malays, and many Malaysians, including the Chinese and Indians, also do not want this system to be threatened,” he said.

Anwar said the issue should not be regarded merely as a political issue, but involved the country’s system that must be defended.

“If we, as Malays, are divided even over the Malay Rulers as a pillar of our system, how can we expect others to respect us? This is our problem, because hatred, anger and differences of opinion have caused us to lose our judgement and our senses,” he said.

安华强调，废黜统治者并非易事，必须采取符合宪法规定的行动。

他强调了首相权力的局限性，并指出对马来统治者制度的任何改变都必须遵守宪法法律。

他表示，在该国实行的君主立宪制下，任何涉及统治者的行动都不能随意进行，而必须以宪法规定为依据。

“我说过我不会干涉。我干涉什么了？人民党已经做出了决定。有人支持他们并发表意见，这没有问题。我不想干涉。”

“但即使有了Undang，哪个是有效的，哪个是无效的？决定并解决这个问题，”他今晚在Sebarkan Salam dan Pendang Berselawat Bersama Datuk Seri Anwar Ibrahim节目中发表讲话时说。

安华表示，涉及统治者的问题不应被轻视，因为马来西亚实行君主立宪制，将王室置于宪法框架之内。

他表示，任何罢免或废黜统治者的行动都不能轻率行事，而必须遵守州宪法规定的条件和程序。

“应该友好协商。我不赞成如此轻易地推翻统治者。我们的制度不能这样运作，所以宪法规定得非常清楚。”他说道。

安华表示，总理和内阁的权力也受到宪法的限制，不能随意改变与马来统治者制度有关的事项。

“总理是国家行政长官，他的权力范围在哪里？他不能修改宪法中有关伊斯兰教、马来语、所有马来人的权利以及统治者的权利，”他说。

他表示，必须捍卫这一原则，以确保君主立宪制不会因不遵循宪法程序的行为而受到侵蚀。

“如果我们能如此轻易地推翻一位统治者，我国的君主制将不复存在。但我理解人民，特别是马来人，以及许多马来西亚人，包括华人和印度人，都不希望这一制度受到威胁，”他说。

安华表示，这个问题不应仅仅被视为一个政治问题，而是关乎国家制度，必须捍卫这一制度。

“如果我们马来人连作为我们制度支柱的马来统治者都存在分歧，我们又怎能指望别人尊重我们呢？这就是我们的问题所在，因为仇恨、愤怒和意见分歧已经使我们丧失了判断力和理智，”他说。
