Kuskop channels nearly RM10b to 270,000 entrepreneurs in August, seeks bigger Budget 2027 allocation, says minister

The Ministry of Entrepreneur and Cooperatives Development (Kuskop) in Malaysia has disbursed nearly RM10 billion to around 270,000 entrepreneurs through the 'Power Up 10K' initiative, aiming to reach a RM15 billion target for MSMEs and cooperatives in 2023.

The Minister, Steven Sim Chee Keong, highlighted a proposal for larger allocations in Budget 2027 and emphasized reducing business costs and enhancing government efficiency to support domestic market penetration.

Initiatives include reducing processing times, fees, and taxes, with significant measures already taken, such as shortening the Tekun Nasional financing application period to seven days.

BATU KAWAN, Sept 26 — The Ministry of Entrepreneur and Cooperatives Development (Kuskop) has channelled nearly RM10 billion through various support and financing programmes under the ‘Power Up 10K’ initiative to about 270,000 entrepreneurs nationwide as of the end of August.

Its minister Steven Sim Chee Keong said the achievement was among the reasons Kuskop had proposed to the Ministry of Finance (MOF) for larger allocations for the micro, small and medium enterprises (MSMEs) and cooperative sectors under Budget 2027.

“The RM10 billion is part of the RM15 billion target to be channelled to the MSME and cooperative sectors this year. In Penang alone, RM760 million was channelled in the first eight months, benefiting about 6,000 entrepreneurs.

“If Malaysians want to do business in Malaysia but do not have opportunities, let us not talk about overseas markets first. We must ensure Malaysian businesses, products and services can penetrate the domestic market before going abroad,” he told reporters after the 2026 “ Hebatkan Perniagaan Malaysia ” (HPM) Carnival, Penang edition, at Batu Kawan Stadium here today.

Sim noted that financing support for the MSME sector had been increased to RM60 billion this year from RM50 billion previously.

He said Kuskop had also proposed reducing the cost of doing business and improving government delivery efficiency to help MSMEs expand. Measures included simplifying government processes, shortening processing times and reducing related fees and charges.

“If we cannot control global oil prices, at least we can control local costs. Government processes must be made easier and processing times, fees and charges, including taxes where possible, should be reduced so that MSMEs can have some breathing space,” he said.

Sim advised that delays in obtaining licences, permits or financing could cause entrepreneurs to lose business opportunities. He added that Kuskop, through Tekun Nasional, had reduced the financing application period to seven days from 30 to 40 days previously, while financing below RM20,000 must be approved within 24 hours.

“The principles Kuskop has conveyed to MOF are, firstly, more funding for the MSME and cooperative sectors; secondly, a lower cost of doing business; and thirdly, greater government delivery efficiency,” he said. — Bernama

财政部长沈志强强调了2027年财政预算案中增加拨款的提议，并着重指出要降低企业成本和提高政府效率，以支持国内市场渗透。

Sim指出，今年对中小微企业部门的融资支持已从之前的500亿令吉增加到600亿令吉。

他表示，库斯科普还提议降低企业运营成本，提高政府服务效率，以帮助中小微企业发展壮大。具体措施包括简化政府流程、缩短审批时间以及降低相关费用。

他说：“如果我们无法控制全球石油价格，至少我们可以控制本地成本。政府流程必须简化，处理时间、费用和收费（包括尽可能降低税收）都应该减少，以便中小微企业能够有一些喘息的空间。”

Sim指出，许可证、执照或融资方面的延误可能导致企业家错失商机。他还补充说，Kuskop通过Tekun Nasional将融资申请期限从之前的30至40天缩短至7天，而2万令吉以下的融资必须在24小时内获得批准。

他说：“库斯科普向财政部传达的原则是：第一，增加对中小微企业和合作社部门的资金投入；第二，降低企业运营成本；第三，提高政府服务效率。”——马新社
