PAS Sabah's Information Chief, Mustaman Mustain, emphasized the need for "development justice" for Sabah and stressed that the state's infrastructure needs should be addressed commensurately with its contributions within Malaysia.

He pointed out that despite increased road maintenance funding, it may still be insufficient for Sabah's extensive road network and urged the government to provide tangible outcomes aligned with its development-gap reduction agenda.

KOTA KINABALU, Sept 27 — Parti Islam Se-Malaysia (PAS) Sabah has questioned the federal government’s transport infrastructure priorities, highlighting more than RM21 billion in approved transport projects in Penang while Sabah continues to face road maintenance needs and delays involving the Pan Borneo Highway.

Its Information Chief Mustaman Mustain said the federal government should clarify its priorities, particularly given Sabah’s extensive road network and infrastructure needs.

“Sabah is not asking for special treatment. Sabah is demanding development justice,” he said in a statement.

Citing a Sept 21 report by Sinar Harian, Mustaman said more than RM21 billion in transport projects in Penang had received Federal Government approval, including the RM16.8 billion Penang Light Rail Transit (LRT) project, RM1.55 billion expansion of Penang International Airport, RM2.2 billion for Penang Port and RM500 million for Swettenham Pier.

He said PAS Sabah did not dispute Penang’s right to development, but questioned why Sabahans continued to face concerns over basic transport infrastructure.

Mustaman said the federal government allocated RM341.7 million for federal road maintenance in Sabah in 2025, covering about 1,536.949km of federal roads under its maintenance jurisdiction.

For 2026, he noted that RM200 million had been allocated for 178 federal road maintenance works in Sabah, comprising 74 periodic pavement works and 104 non-pavement works. The allocation represents a substantial increase from the RM50 million provided for the programme in 2025.

“Although this amount has increased from RM50 million in 2025, the question remains whether the allocation is sufficient to meet the actual needs of a state with an extensive road network, challenging terrain and dispersed population,” he said.

On the Pan Borneo Highway, Mustaman said RM1.67 billion had been allocated in 2026 to support the Sabah project, but Sabahans were still waiting for its full completion.

He said the effectiveness of infrastructure development should ultimately be assessed by outcomes, including the number of roads repaired, projects completed and the time taken to deliver safe and comprehensive transport infrastructure.

“Sabah must be regarded as a partner in the Federation that is entitled to infrastructure development commensurate with its contribution and position within the country,” he said.

Mustaman also called on the federal government to translate its Malaysia Madani and development-gap reduction agenda into tangible outcomes, saying Sabahans wanted to see concrete results. — The Borneo Post

穆斯塔曼援引《阳光日报》9月21日的报道称，槟城超过210亿令吉的交通项目已获得联邦政府批准，其中包括耗资168亿令吉的槟城轻轨（LRT）项目、耗资15.5亿令吉的槟城国际机场扩建项目、耗资22亿令吉的槟城港口项目以及耗资5亿令吉的瑞特纳姆码头项目。

他表示，伊斯兰党沙巴分部并不质疑槟城的发展权，但质疑为什么沙巴人仍然面临基本交通基础设施方面的担忧。

穆斯塔曼表示，联邦政府已拨款 3.417 亿令吉用于 2025 年沙巴州的联邦公路维护，涵盖其维护管辖范围内的约 1,536.949 公里联邦公路。

他指出，2026年已拨款2亿令吉用于沙巴州的178项联邦道路养护工程，其中包括74项定期路面工程和104项非路面工程。这一拨款较2025年该计划的5000万令吉大幅增加。

“虽然到 2025 年，这一数额已从 5000 万令吉增加到 5000 万令吉，但问题仍然是，这笔拨款是否足以满足一个拥有广泛道路网络、地形复杂且人口分散的州的实际需求。”他说。

穆斯塔曼表示，泛婆罗洲高速公路项目已于 2026 年拨款 16.7 亿令吉用于支持沙巴项目，但沙巴人民仍在等待该项目全面竣工。

他表示，基础设施建设的成效最终应该通过结果来评估，包括道路修复数量、项目完成情况以及提供安全、全面的交通基础设施所需的时间。

他说：“沙巴必须被视为联邦的伙伴，有权获得与其在国家中的贡献和地位相称的基础设施发展。”
