NVPC names former MHA permanent secretary Pang Kin Keong as chairman from Oct 1

Pang Kin Keong, former permanent secretary for home affairs, will take over as chairman of the National Volunteer and Philanthropy Council (NVPC) board from Oct 1, the national agency announced on Monday (Sept 28).

He takes over from Seah Chin Siong, who became NVPC's board chairman in January 2021.

Pang, 60, recently took over as chairman of the Land Transport Authority board on Sept 1. He retired from administrative service on June 1, having spent 35 years in the public sector.

In its statement, NVPC said that Pang brings extensive leadership experience from his 35-year career, noting that he held senior appointments, including as permanent secretary in the home affairs, law and transport ministries.

He also led complex, multi-agency efforts in various areas, including chairing the Homefront Crisis Executive Group during the Covid-19 pandemic, and the onset of the Middle East conflict , which resulted in worldwide energy challenges.

"As chairman, Mr Pang will provide strategic leadership as NVPC continues to grow a culture of giving in Singapore and advance its vision of Singapore as a City of Good," the agency said, adding that his appointment will help strengthen collaboration across sectors, create more pathways for people and organisations to contribute, and make diverse ways of giving more accessible and meaningful in daily life.

On his appointment, Pang said that Singapore's continued growth and development as a nation and society must be underpinned by the willingness of its people to look beyond themselves and contribute to the well-being of others.

"This will strengthen our social fabric, our resilience to challenges and crises we may face, and our unity as a people," he added.

Strengthened partnerships, catalysed collective action

NVPC also paid tribute to its outgoing chairman, stating that he provided strong leadership and stewardship as it navigated challenges during the Covid-19 pandemic and strengthened its role in Singapore’s giving ecosystem.

It cited the City of Good Summit and Alliance for Action on Corporate Purpose, as examples of strengthened partnerships and the catalysing of collection action across the people, public and private sectors.

The agency also noted that under Seah's leadership, giving.sg achieved record-breaking annual donations, with S$104.9 million raised last year — the highest annual amount since the platform's launch in 2015.

"He guided the organisation through a period of significant change and growth and helped position NVPC for the future.

"Under his leadership, NVPC strengthened its role in bringing together individuals, organisations and partners across sectors to create more diverse opportunities for people to contribute to society," said NVPC chief executive Tony Soh.

NVPC is the national agency dedicated to growing a culture of volunteerism and philanthropy in Singapore.

他接替了谢振祥的职位，谢振祥于 2021 年 1 月成为 NVPC 的董事会主席。

现年 60 岁的庞某于 9 月 1 日接任陆路交通管理局董事会主席一职。他于 6 月 1 日从行政部门退休，此前在公共部门工作了 35 年。

NVPC在声明中表示，庞先生拥有35年的丰富领导经验，曾担任过内政部、律政部和交通部等部门的常任秘书等高级职务。

他还领导了多个领域的复杂、多机构合作，包括在新冠疫情期间担任国土安全危机执行小组主席，以及在中东冲突爆发后，导致全球能源面临挑战。

“作为主席，庞先生将提供战略领导，助力国家志愿服务团（NVPC）在新加坡继续发展奉献文化，并推进其将新加坡打造为‘善之城’的愿景，”该机构表示，并补充说，他的任命将有助于加强跨部门合作，为个人和组织创造更多贡献途径，并使各种奉献方式在日常生活中更加便捷和有意义。

庞在就职时表示，新加坡作为一个国家和社会的持续增长和发展，必须以人民愿意超越自身利益、为他人福祉做出贡献为基础。

“这将加强我们的社会结构，增强我们应对挑战和危机的能力，并促进我们的人民团结，”他补充道。

加强伙伴关系，促进集体行动

NVPC 也对即将卸任的主席表示敬意，称他在应对 Covid-19 疫情期间的挑战时提供了强有力的领导和管理，并加强了 NVPC 在新加坡慈善生态系统中的作用。

报告援引“美好城市峰会”和“企业宗旨行动联盟”为例，说明加强伙伴关系以及促进民众、公共部门和私营部门的共同努力。

该机构还指出，在 Seah 的领导下，giving.sg 的年度捐款额创下历史新高，去年筹集了 1.049 亿新元，这是该平台自 2015 年推出以来最高的年度捐款额。

“他带领该组织度过了一段重大变革和发展时期，并帮助 NVPC 为未来做好准备。

“在他的领导下，NVPC加强了其在将各行各业的个人、组织和合作伙伴聚集在一起，为人们创造更多为社会做出贡献的机会方面的作用，”NVPC首席执行官Tony Soh表示。
