JPJ cracks down on foreign drivers, 481,119 summonses issued from 2024 to Sept 2026

The Road Transport Department (JPJ) issued 481,119 summonses to foreign drivers between 2024 and September this year under 'Ops Khas Pemandu Warga Asing' (PeWA), primarily for lacking valid driving licenses, expired vehicle licenses, and no insurance.

Datuk Muhammad Kifli Ma Hassan, JPJ senior enforcement director, emphasized the complicity of local employers in hiring unqualified foreign drivers to cut costs and highlighted the JPJ's stricter enforcement measures, including court actions and vehicle seizures.

The JPJ is intensifying efforts to curb such practices and urges public cooperation in reporting violations.

Additionally, claims regarding licensing for Myanmar refugees were refuted by the JPJ.

KOTA BHARU, Sept 28 — A total of 481,119 summonses were issued by the Road Transport Department (JPJ) against foreign drivers through the special operation codenamed ‘Ops Khas Pemandu Warga Asing’ (PeWA) from 2024 to September this year.

JPJ senior enforcement director Datuk Muhammad Kifli Ma Hassan said the main offences detected were not possessing a Competent Driving Licence, expired Motor Vehicle Licence and no insurance coverage.

He said that out of that total, 183,300 summonses were issued in 2024, followed by 191,676 in 2025 and 106,143 for the period from January to September this year.

“The issue of foreign drivers not only involves enforcement aspects but also includes local employers who hire them without ensuring their qualifications and valid documents, in order to reduce operational costs.

“Employers like that can be considered as colluding or betraying the country. As long as there are parties that collude, this problem will continue. The people need to be aware and responsible for not hiring foreign workers who are not qualified,” he said to Bernama recently.

Muhammad Kifli said that the JPJ has taken a stricter approach in the past three months by taking action against drivers and owners of commercial vehicles, including bringing cases to court without offering a settlement through compound payments for certain cases.

He said that foreigners are not allowed to apply for vocational licences such as Goods Vehicle Licence and Public Service Vehicle Licence, therefore employers need to ensure that lorry or bus drivers meet all the stipulated requirements.

“Employers need to reject the practice of hiring foreign drivers who do not meet the specified qualifications. We will take strict action, including seizing and forfeiting commercial vehicles used in such offences under the Land Public Transport Act 2010,” he said.

He said that since 2024, the JPJ has seized three buses and 147 lorries, while for private vehicles, 3,611 motorcycles have been acted upon, with 2,052 of them being seized. A total of 1,301 cars were also taken action against, including 456 that were seized.

Commenting on the involvement of Myanmar refugees, Muhammad Kifli said his team found that some of them rented motorcycles from locals at rates ranging from RM50 to RM200 per month, depending on the condition of the vehicle, before modifying the motorcycles into tricycles to collect used goods and recyclable materials.

Meanwhile, he denied the viral claim that Myanmar refugees would be allowed to have driving licences, while saying that the JPJ had reported the account spreading the false information to the Malaysian Communications and Multimedia Commission.

According to him, the JPJ will intensify Ops Pewa nationwide and urge the public to provide relevant information to the authorities to help combat the offense. — Bernama

穆罕默德·基夫利表示，过去三个月，陆路交通局采取了更严格的措施，对商用车辆的司机和车主采取了行动，包括将案件提交法院，而不通过和解方式对某些案件进行赔偿。

他表示，外国人不允许申请货车驾驶证和公共服务车辆驾驶证等职业驾驶证，因此雇主需要确保货车或巴士司机符合所有规定的要求。

他说：“用人单位必须停止雇用不符合规定资格的外国司机。我们将采取严厉措施，包括根据2010年《陆路公共交通法》扣押和没收用于此类违法行为的商用车辆。”

他表示，自2024年以来，陆路交通局（JPJ）已查扣3辆巴士和147辆货车；私家车方面，共查扣了3611辆摩托车，其中2052辆被扣押；此外，还有1301辆汽车被查扣，其中456辆被扣押。

穆罕默德·基夫利在评论缅甸难民的参与情况时表示，他的团队发现，其中一些人从当地人那里租借摩托车，每月租金从 50 马币到 200 马币不等，具体取决于车辆状况，然后将摩托车改装成三轮车，用来收集旧货和可回收材料。

与此同时，他否认了有关缅甸难民将被允许获得驾驶执照的谣言，并表示陆路交通局已将散布虚假信息的账户报告给了马来西亚通讯及多媒体委员会。
