Worker dies after falling from height at HDB's Tanjong Rhu construction site

A construction worker died following a worksite accident at a Build-To-Order (BTO) project in Tanjong Rhu on Monday (Sept 28).

When AsiaOne reached the scene at about 8pm, a police hearse had just arrived to remove the deceased's remains, while a police ground response force vehicle was also present at the scene.

Some workers were seen marshalling traffic near the entrance to the worksite, while a luxury sedan, possibly belonging to the main contractor — BHCC Construction — was parked near the site office.

Through ground queries and checks with the migrant worker community, AsiaOne was able to establish that a 22-year-old worker fell from height during concreting works that involved a concrete pump truck.

Such trucks are equipped with a built-in hydraulic pump and a long robotic arm used to move fresh liquid concrete from mixers to the intended location.

On-site observations, correlated with discussions among migrant worker communities, indicate that the worker is likely to have fallen from the 12th floor.

Several photographs of the scene obtained by AsiaOne show a row of damaged safety fencing near the truck's hose outlet.

In response to AsiaOne's queries, the Housing Development Board (HDB) confirmed that a worker succumbed to his injuries after falling from height during concreting works.

"We are saddened by the fatality and extend our heartfelt condolences to the deceased’s family. Together with the contractor BHCC Construction, we will render all the support and assistance needed to the family," a HDB spokesperson said.

She added that HDB takes a "very serious view" of the incident and that all works on site have been suspended until further notice.

"Safety at our worksites is of utmost priority, and we are working with the contractor to assist the authorities with their investigations on this matter."

The police told AsiaOne that they do not suspect any foul play based on their preliminary investigations, adding that investigations are ongoing.

AsiaOne has reached out to the Ministry of Manpower for more information on the incident.

Separately, AsiaOne has also contacted BHCC Construction on its assistance and arrangements for its deceased worker.

Under Singapore's Coroners Act, cases of unnatural deaths such as accidents, workplace incidents, and falls are investigated.

Construction workplace safety improved

The construction sector has seen improvements over the past year, with its annualised fatal and major injury rate falling from 27.6 per 100,000 workers in the first half of 2025, to 24.1 in the first half of 2026.

The number of fatal and major injuries also fell from 75 to 69.

On Sept 22, two workers died following an incident at Tuas Port .

Preliminary investigations revealed that the duo were lifted in a work platform in the course of their work when it dislodged from the crane and fell into the sea.

A 33-year-old worker was immediately rescued and taken unconscious to Ng Teng Fong General Hospital, where he was pronounced dead.

The other worker, aged 44, was subsequently found in the sea and pronounced dead at the scene by a Singapore Civil Defence Force paramedic.

这种卡车配备了内置液压泵和长长的机械臂，用于将新鲜的液态混凝土从搅拌机运送到预定位置。

现场观察，结合外来务工人员社区的讨论，表明该工人很可能是从 12 楼坠落的。

亚洲新闻网获得的几张现场照片显示，卡车软管出口附近有一排损坏的安全围栏。

针对 AsiaOne 的询问，建屋发展局 (HDB) 证实，一名工人在混凝土施工过程中从高处坠落，伤重不治。

“我们对这起死亡事件深感悲痛，并向死者家属致以最深切的慰问。我们将与承包商BHCC建筑公司一起，为家属提供一切必要的支持和帮助。”建屋发展局发言人表示。

她补充说，建屋发展局对这起事件“非常重视”，所有现场工程都已暂停，直至另行通知。

“工地安全是我们工作的重中之重，我们正在与承包商合作，协助有关部门对此事进行调查。”

警方告诉亚洲新闻社，根据初步调查，他们不怀疑有任何谋杀或其他犯罪行为，并补充说调查仍在进行中。

另外，AsiaOne 也已联系 BHCC Construction，询问其对已故工人的援助和安排。

根据新加坡的《验尸官法》，非自然死亡案件，例如事故、工伤事故和跌倒造成的死亡，都会受到调查。

建筑工地安全状况得到改善

过去一年，建筑业的情况有所改善，其年度致命和重伤率从 2025 年上半年的每 10 万名工人 27.6 人下降到 2026 年上半年的 24.1 人。

死亡和重伤人数也从 75 人下降到 69 人。

一名 33 岁的工人被立即救出，并被送往黄廷方综合医院，当时他已失去知觉，后被宣布死亡。
