‘Not just Kota Kinabalu’: MOH targets Sandakan, Tawau clusters in Sabah specialist expansion

The Ministry of Health Malaysia is taking steps to address the shortage of specialists in Sabah by deploying resident specialists to several hospitals and promoting specialist rotations in rural areas.

Health Minister Dr. Dzulkefly Ahmad outlined plans to enhance healthcare expertise in the state, aiming for greater parity with Kota Kinabalu, and announced initiatives including permanent employment for graduates, salary adjustments, and infrastructure upgrades.

Additionally, the Hospital Services Outsourcing Programme is being expanded to reduce congestion in public hospitals by partnering with the private sector and Hospital Universiti Malaysia Sabah.

Significant investments are also planned for health development projects and digital integration under the 13th Malaysia Plan.

KOTA KINABALU, Sept 5 — The Ministry of Health Malaysia (MOH) will begin placing resident specialists in several hospitals in Sabah such as Kota Marudu and Beaufort as a measure to overcome the shortage of specialists in the state.

Health Minister Datuk Seri Dr Dzulkefly Ahmad said the effort also complements the ministry’s initiative to move specialist rotation to rural areas in Sabah.

“MOH’s three to five-year target is to bridge the expertise gap in Sabah through the empowerment of the Sandakan and Tawau Clusters to the same level as Kota Kinabalu, including cardiothoracic services,” he said in a Facebook post today.

He said Sabahans who are graduates of the MOH Training Institute are now being absorbed permanently through the autonomous authority of employment, followed by a 15 per cent SSPA salary adjustment, approval of Full Transfer Allowance for officers changing permanent status and a review of ETAP (on-call) incentives.

Apart from that, he said immediate action to upgrade staff quarters in Lahad Datu, Beaufort and Kota Marudu will also be implemented through strategic collaboration between the federal and state governments.

Dr Dzulkefly said MOH has also aggressively expanded the Hospital Services Outsourcing Programme initiative to the private sector to address congestion in public hospital lobbies and wards.

The scope, he said, would be expanded to 15 critical services including dialysis treatment, diagnostic scans and periodic surgical missions to resolve patient backlogs and drastically shorten waiting times.

“This measure is further streamlined through strategic collaboration with Hospital Universiti Malaysia Sabah (HUMS) to fully utilise every medical capacity available in Sabah,” he said.

Meanwhile, Dr Dzulkefly said 53 health development projects worth RM1.56 billion would be implemented under the 13th Malaysia Plan, in addition to RM75.5 million for the repair of 132 dilapidated clinics and an injection of RM1 billion for EMR.

“Our primary digital integration target has surpassed to 1Q2027 compared to 2045 previously, a step towards realising the vision of ‘One Individual, One Record’ by 2030,” he said. — Bernama

卫生部长祖基菲里·艾哈迈德博士概述了提升该州医疗保健专业水平的计划，目标是与亚庇市的水平更加趋于一致，并宣布了一系列举措，包括为毕业生提供永久就业机会、调整工资以及升级基础设施。

此外，医院服务外包计划正在扩大，通过与私营部门和马来西亚沙巴大学医院合作，以减少公立医院的拥堵情况。

根据马来西亚第十三个五年计划，还计划对卫生发展项目和数字化融合进行大量投资。

除此之外，他还表示，联邦政府和州政府将通过战略合作，立即采取行动，升级拉哈达图、保佛和哥打马鲁都的员工宿舍。

祖基菲里医生表示，卫生部还积极将医院服务外包计划扩展到私营部门，以解决公立医院大厅和病房拥挤的问题。

他表示，服务范围将扩大到 15 项关键服务，包括透析治疗、诊断扫描和定期外科手术任务，以解决病人积压问题并大幅缩短等待时间。

他说：“通过与马来西亚沙巴大学医院（HUMS）的战略合作，进一步简化了这项措施，以充分利用沙巴现有的每一项医疗能力。”

与此同时，祖基菲里医生表示，根据第十三个马来西亚计划，将实施价值 15.6 亿令吉的 53 个卫生发展项目，此外还将拨款 7550 万令吉用于修缮 132 家破旧的诊所，并注资 10 亿令吉用于电子病历系统。

“我们的主要数字化整合目标已提前至2027年第一季度，而非此前设定的2045年，这是朝着2030年实现‘一人一录’愿景迈出的重要一步。”他说道。——马新社
