The government plans to increase procurement allocation for Bumiputera contractors to RM7.5 billion in Budget 2027, addressing concerns from the community.

Bumiputera projects will receive up to RM1 billion financing from TERAJU, and PUNB financing will rise to RM500 million.

GLCs aim for RM58 billion in Bumiputera procurement, with investments of RM2 billion from GLICs and an RM250 million innovators fund from Khazanah and TERAJU.

KUALA LUMPUR, Oct 9 — The government is set to increase the procurement allocation for Bumiputera contractors in the G1 to G4 grades to RM7.5 billion under Budget 2027, an increase from RM4 billion this year.

Prime Minister Datuk Seri Anwar Ibrahim said this follows recent concerns raised by Bumiputera contractors and companies.

“For maintenance, repair and upgrading works of government facilities, the procurement threshold for direct appointment is allowed up to RM200,000 and for quotations, up to RM3 million,” he said.

He added that the Unit Peneraju Agenda Bumiputera (Teraju), a strategic agency under the Prime Minister’s Department, will provide financing of up to RM1 billion while effectively monitoring Bumiputera projects across the country.

Meanwhile, financing funds by Perbadanan Usahawan Nasional Berhad (PUNB) will increase from RM350 million previously to RM500 million.

“The government is providing a stamp duty facility of only RM10 for loan and financing agreements under the Cakna II Scheme, which will be introduced from January 1, 2027 to December 31, 2030.

“The same facility will also be extended for the Cakna I Scheme until December 31, 2030,” Anwar said.

Government-linked companies (GLCs) and Petronas are targeting RM58 billion procurement from Bumiputera companies while GLC procurement guidelines — which have not been reviewed since 2006 — will be updated next year.

Anwar also announced that government-linked investment companies (GLICs) such as Ekuinas and PHB will also invest RM2 billion to further empower Bumiputera companies while Khazanah Nasional Berhad and Teraju will be introducing the RM250 million Dana Ciptawan (Innovators Fund) to support the growth of mid-tier Bumiputera companies.

“Centralised solar parks for government buildings will be developed with an investment of RM1.5 billion.

“This also provides opportunities for Bumiputera construction, engineering, and maintenance companies.

“Through the LSS6 solar project, 150 megawatts is allocated specifically to Bumiputera companies to support them in the clean energy industry,” Anwar said.

He added that the government is also extending the 10 Bumiputera Champions initiative with an allocation of RM40 million to foster 15 potential companies by 2027.
