The Kremlin continues to deny that Russia will conduct mobilization after its September 18-20 State Duma elections, likely in an effort to dissuade Russian citizens from fleeing abroad. Kremlin Spokesperson Dmitry Peskov stated on September 18 that Russian authorities have no plans to conduct a covert mobilization after the elections.[1] Bloomberg reported on September 18 that Russian government and military recruitment officials have been attempting to open accounts at foreign banks and move assets abroad, while also encouraging their relatives to leave Russia, amid concerns over an upcoming mobilization.[2] Russian officials have repeatedly denied that Russia will conduct involuntary reserve call-ups, likely in an effort to appease Russian society and avoid public upheaval or mass emigration such as occurred as a result of the 2022 involuntary reserve call-up.[3]
The Kremlin will have to change its recruitment practices and likely conduct some form of involuntary reserve call-up in order to sustain its war effort in Ukraine over the mid- to long-term if it continues operations that generate casualties at the current rate. Russia’s current casualty rate exceeds its recruitment rate by thousands per month, and the Russian war effort is even so failing to achieve its operational and strategic objectives.[4] Russian denials of mobilization do not indicate that Russia will not conduct mobilization, as Putin has shown no inclination to accept a ceasefire or lower the objectives he has given the Russian military to accomplish. These denials instead signal Putin’s concerns about the likely reaction of Russian society to involuntary mobilizations. It remains unclear when or what form of mobilization Putin may choose to order.
Poland has changed its air defense posture in response to increasing Russian strikes against border infrastructure and drone and other incursions into the territories of states neighboring Ukraine. Military aviation “preventively” operated in Polish airspace on September 17 in order to protect eastern Poland amid Russian strikes against central Ukraine, according to the Polish Armed Forces Operational Command.[5] Polish Minister of National Defense Władysław Kosiniak-Kamysz similarly stated on September 3 that Polish air forces would expand their protection of Polish airspace, including with F-16 fighter jets and helicopters, due to Russian drone incursions in recent weeks.[6] Aviation in Poland is likely sortieing while Russian air targets are still operating in central Ukraine because the expansion of Russia’s use of its faster jet-powered Geran-type drones has significantly reduced the time available for neighboring states to react to Russian drones nearing or entering their airspace from Ukraine.[7] Sortieing aircraft more often, however, will increase the financial costs and maintenance requirements for NATO air forces and thus reflects a real way in which Russian drone incursions into NATO airspace impose costs on alliance members.
Polish Prime Minister Donald Tusk reported on September 17 that intelligence indicates that Russia plans to conduct drone and missile strikes against states on NATO’s eastern flank supporting Ukraine, such as Poland.[8] Tusk added that the Kremlin intends these strikes to appear to be “random” and will make official claims that the strikes were accidents. Tusk assessed that the strikes aim to weaken NATO states’ motivations to invoke NATO’s Article 5 and to show that the article is only “theoretical.” ISW continues to assess that both intentional and unintentional Russian drone incursions enable the Russian military to test NATO air defenses and erode the meaning of NATO’s Article 5 collective defense provision.[9]
Russian President Vladimir Putin seized several prominent foreign enterprises under the pretext of defending Russian national security as he continues to expand and exercise his power to nationalize foreign and Russian assets. Putin signed a decree on September 17 that places 16 Russian companies, including Russian subsidiaries of French companies Auchan and Lemana PRO (formerly Leroy Merlin) and of the Swiss company Nestlé, under the “temporary management” of L.E.V. Management, effective immediately with no expiration date.[10] Putin enacted this decree on the basis of an existing April 2023 decree that authorized the Russian government to take “temporary management” of any property, securities, or shares belonging to persons associated with countries that Russia designates as “unfriendly” and that threaten Russian national security or property rights.[11] Both Putin’s September 17, 2026, and April 2023 decrees authorize indefinite “temporary management” over an enterprise’s property rights, effectively constituting nationalization of private assets.[12] Both decrees also designate the Russian Federal Agency for State Property Management (Rosimushchestvo) — an entity responsible for channeling revenues from nationalized property into the Russian federal budget — as the manager for any property seized under the decree, while also allowing Putin to appoint another organization as the manager at his discretion. Putin’s September 17 decree authorizes L.E.V. Management to manage all 16 companies’ assets instead of Rossimushchestvo for an unspecified reason. Independent outlet Novaya Gazeta Europe identified the director of L.E.V. Management as retired Russian Major General Andrei Krayushkin, who served as the first deputy head of the Ministry of Internal Affairs’ Migration Department from 2016 until at least 2020.[13] ISW has repeatedly assessed that Putin is likely setting conditions for a broader nationalization of Russian private assets to support state revenues as he more desperately seeks fiscal relief and additional revenues amid rising war costs.[14]
The details of Ukraine’s restructuring of the military command arrangements in and around Donetsk Oblast are becoming clear as the new organizations come formally into operation. The Ukrainian military command disbanded the Eastern Group of Forces (GoF) and replaced it with newly formed Azov GoF and Center GoF, according to Ukrainian news outlet Hromadske.[15] The Center GoF AoR runs from the Lyman direction to the Kramatorsk-Kostyantynivka area in the Fortress Belt, and the Azov GoF AoR covers the Dobropillya tactical area to the south.[16] Ukraine’s Operational Command East announced on September 17 that General Major Viktor Nikolyuk left his post as the commander of Ukraine’s Eastern GoF, which defended Donetsk Oblast, and is returning to the command of Ukraine’s Operational Command East.[17] Ukrainian Joint Forces Group Spokesperson Colonel Viktor Trehubov stated on September 18 that the Ukrainian military command is transferring the Ukrainian 3rd Army Corps and the responsibility for the Lyman direction from the Joint Forces Group to the Center GoF.[18] Trehubov stated that the Joint Forces Group will retain responsibility over the Kupyansk and South-Slobozhansk directions.
Ukraine is attempting to increase the resilience of its energy system in preparation for Russia’s anticipated intense winter strike campaign targeting Ukraine’s energy grid. Ukrainian Energy Minister Denys Shmyhal reported on September 17 that Ukraine is planning to restore and build over 10 GW of power capacity and is modernizing and integrating its energy system with the European one in anticipation of a Russian winter strike campaign against Ukraine’s energy network.[19] Shmyhal added that Ukraine is also building a decentralized and flexible system. Shmyhal did not specify the progress or timeline of Ukraine’s energy modernization, integration, and resilience-building efforts. Polish Prime Minister Donald Tusk stated on September 17 that Russia plans to destroy road and rail border crossings in Ukraine and potentially on the Polish or Moldovan sides of the border to prevent Ukraine’s partners from carrying out relief efforts to support Ukraine’s energy infrastructure in the wintertime.[20] Russia attempted in Winter 2025/2026 to split Ukraine’s energy grid in half along the west-east axis and create energy islands that were cut off from Ukraine’s electricity generation, international deliveries, and transmission systems.[21] Deeper integration of Ukraine’s energy network with the European one and decentralization would create additional redundancies necessary to increase the resilience of the entire energy grid against a Russian strike campaign, particularly as Russian forces are able to regularly strike Ukraine’s western regions and international borders.

We do not report in detail on Russian war crimes because these activities are well-covered in Western media and do not directly affect the military operations we are assessing and forecasting. We will continue to evaluate and report on the effects of these criminal activities on the Ukrainian military and the Ukrainian population and specifically on combat in Ukrainian urban areas. We utterly condemn Russian violations of the laws of armed conflict and the Geneva Conventions and crimes against humanity even though we do not describe them in these reports.
Ukrainian Operations in the Russian Federation
Ukrainian forces continued their long-range strike campaign against Russian military assets and energy infrastructure on the night of September 17 and 18. Open-source Telegram accounts reported explosions in Rostov-on-Don and claimed that Ukrainian forces struck Rostov Airfield.[22] Rostov Oblast Governor Yuri Slyusar claimed on September 18 that Russian forces intercepted more than 50 Ukrainian drones over the region.[23] Ukrainian forces also struck the Rostov Airfield on September 17 and have been increasingly striking Russian military assets in Rostov Oblast since at least June 2026, including air bases and air defense systems, in an effort to degrade Russian strike and air defense capabilities.[24]
Ukrainian and open sources provided updated battlefield damage assessments (BDA) of recent Ukrainian strikes. Open-source Telegram accounts published imagery purporting to show damage to production and warehouse buildings at the Atlant Aero plant in Taganrog, Rostov Oblast (roughly 190 kilometers from the front line), which produces Molniya drones, following a September 15 Ukrainian strike.[25] Additional satellite imagery shows damage to an ELOU-AVT-7 processing unit at the TANECO refinery in Nizhnekamsk, Republic of Tatarstan (roughly 1,105 kilometers from the border) following a September 13 Ukrainian strike, according to an open-source Telegram channel.[26] Reuters reported on September 17, citing industry sources, that the Slavneft-Yaroslavnefteorgsintez Oil Refinery in Yaroslavl City (roughly 700 kilometers from the frontline) ceased production following a September 17 Ukrainian strike.[27] The strike reportedly damaged the refinery’s AVT-3 unit, which has a processing capacity of 17,140 metric tons of crude a day and accounts for 40 percent of the refinery’s total production capacity.
Russian Supporting Effort: Northern Axis
Russian forces continued offensive operations in northern Sumy Oblast on September 17 to 18 but did not advance.[28] A Russian milblogger assessed that footage of Russian strikes against Ukrainian personnel in Zapsillya (northeast of Sumy City) suggests that Ukrainian forces are counterattacking in the area.[29] Another Russian milblogger claimed that Ukrainian positions on elevated terrain near Psyarivka and Ivolzhanske (both north of Sumy City) are complicating Russian assaults that have to cross about 15 kilometers of open terrain.[30]
Russian Supporting Effort: Kharkiv Oblast
Russian forces continued offensive operations in northern Kharkiv Oblast on September 17 and 18 but did not advance as Ukrainian forces counterattacked north of Kharkiv City.[31] Ukrainian Joint Forces Group Spokesperson Colonel Viktor Trehubov stated on September 18 that Russian forces control most of Vovchansk (northeast of Kharkiv City) but that Ukrainian forces maintain positions in the southeastern part of the town.[32] Trehubov added that Russian attempts to develop offensive operations in the area remain limited .
Russian forces continue efforts to degrade Ukrainian drone infrastructure in the Kharkiv direction in Kharkiv Oblast. The Russian Ministry of Defense (MoD) claimed that Russian forces conducted a Kh-39 air-to-surface tactical missile strike against a Ukrainian ground drone control station in Lyptsi (north of Kharkiv City).[33]
Russian forces continued offensive operations in the Velykyi Burluk direction on September 17 and 18 but did not make confirmed advances . [34] A Russian milblogger claimed that Russian forces advanced west of Odradne (east of Velykyi Burluk).[35]
Russian milbloggers continue to make spurious claims about an encirclement in northeastern Kharkiv Oblast. Russian milbloggers claimed that Russian forces continue to tighten the encirclement near Vovchansk.[36] ISW continues to assess that there is no evidence of an encirclement in northeast Kharkiv Oblast.[37]
Russian Supporting Effort: Oskil River
Russian forces recently conducted an infiltration mission in the Kupyansk direction. Russian forces recently conducted an infiltration mission in central Tyshenkivka (northwest of Kupyansk), according to geolocated footage published on September 17 showing Ukrainian forces striking a Russian position in the area.[38]
Russian forces reportedly maintain positions within Kupyansk but are not conducting attacks. Ukrainian Joint Forces Group Spokesperson Colonel Viktor Trehubov stated that Russian forces maintain a bridgehead on the western bank of the Oskil River north of Kupyansk and positions in northern Kupyansk but are not conducting active offensive operations.[39] Trehubov added that there are no Russian crossings over the river but that Russian forces in some areas hold positions on both sides of the river.
Russian forces in the Borova direction are submitting false reports up the chain of command — a general trend in the Russian military across the entire frontline. The spokesperson of a Ukrainian brigade operating in the Borova direction reported that Russian forces are unsuccessfully attacking in small groups in the Kolisnykivka direction (northeast of Borova) and are reporting to Russian commanders that they have seized settlements they do not in reality control.[40] The spokesperson added that Russian forces have been attempting to use drone footage to falsely claim the seizures of settlements and that such false information misinforms the Russian military command about difficult situations on the ground that require additional resources.
Ukrainian forces continued their intermediate-range strike campaign against Russian military assets in occupied Luhansk Oblast, including in areas less than 10 kilometers from the Ukrainian-Russian border. Ukrainian forces struck a Russian ammunition depot near Dovzhansk (roughly 145 kilometers from the front) and a material and technical warehouse near Kypuche (roughly 70 kilometers from the front) on September 17 or the night of September 17 to 18, according to the Ukrainian General Staff.[41]
Russian Main Effort: Capture Ukraine’s Fortress Belt and complete the seizure of Donetsk Oblast
Russian Subordinate Main Effort #1 – Encircle the Fortress Belt from the northwest
Ukrainian forces continue to provide additional details about Ukraine’s ability to achieve operational surprise in their counteroffensive north of Lyman over the past several months — Operation Vivaldi. The commander of a Ukrainian battalion operating in the Lyman direction stated on September 17 that Ukrainian forces entered Serednie (northwest of Lyman) using armored vehicles as part of Operation Vivaldi, achieving an element of surprise and suffering no losses.[42] The commander stated that Ukrainian forces deployed armored vehicles in unexpected areas after equipping the tanks such that they could operate in areas where the ground was wet after heavy rains and where Russian forces thought heavy equipment movement was unlikely. The commander of another Ukrainian battalion operating in the Lyman direction stated on September 18 that Russian forces had been using Serednie to accumulate forces in order to further advance toward Korovyi Yar, Rubtsi, and Yatskivka (all northeast of Serednie).[43] The deputy commander of another battalion stated on September 18 that Russian forces unsuccessfully tried to recapture Serednie.[44] The deputy commander noted that Russian sources attempted to discredit information about Ukraine’s liberation of Serednie, claiming that Ukrainians used AI-altered footage to prove their advances.
Russian Subordinate Main Effort #2 – Advance on the Fortress Belt from the east
Russian forces recently conducted an infiltration mission near Chasiv Yar. Russian personnel raised flags in Virolyubivka (west of Chasiv Yar) after what ISW assesses was a Russian infiltration mission, based on geolocated footage published on September 18.[45] The Russian MoD claimed on September 18 that Russian forces seized Virolyubivka, but ISW does not assess that Russian forces have consolidated any positions in the settlement.[46]
Russian forces are reportedly trying to advance on Kramatorsk from the east via flat terrain. A milblogger claimed on September 18 that Russian forces aim to eliminate the Ukrainian pockets between Mykolaivka (east of Slovyansk) and Pershomarivka (southwest of Mykolaivka and just east of Kramatorsk) as this is the “most convenient” entry point into Kramatorsk as the area is a flat plateau that opens up into high-rise buildings in the city.[47] The area is, indeed, a flat plateau leading up to high-rises in the city, and it is unclear why the milblogger thinks that this is propitious terrain for operations in a war of the current type other than in its lack of water features to be crossed. The success of Ukrainian defenders in and around Lyman, coupled with Ukrainian successes in Operation Vivaldi, have deprived Russian forces of the option of outflanking Slovyansk from the northeast, leaving an attack from due east and from the southeast as the only viable routes to approach the settlement. The planned Russian attack via Lyman was always going to face the challenge of having to cross significant water features, but would at least have allowed Russian forces to attack the flank and possibly rear of Ukrainian positions in Slovyansk.
Russian Subordinate Main Effort #3 – Advance on the Fortress Belt from the south
Russian forces continued offensive operations in and west of Kostyantynivka on September 17 to 18 but did not advance.[48]
Russian Subordinate Main Effort #4 – Encircle the Fortress Belt from the southwest
Russian forces continued offensive operations in the Dobropillya tactical area on September 17 and 18 but did not make confirmed advances.[49] The Russian MoD claimed on September 18 that Russian forces seized Zolotyi Kolodyaz (northeast of Dobropillya).[50] A Russian milblogger credited elements of the Russian 35th Motorized Rifle Brigade (41st Combined Arms Army, Central Military District) with the seizure of the settlement.[51] Another Russian milblogger assessed that Russian forces can use the alleged seizure of Zolotyi Kolodyaz to maintain fire control over the T-0514 Dobropillya-Kramatorsk highway and highlighted how dirt roads to Kostyantynivka and Druzhkivka also pass through the area.[52]
Russian forces are intensifying their drone and artillery strikes against Ukrainian logistics in the Dobropillya area to shape the battlefield and enable Russian advances in upcoming offensives against the town in the fall and winter. A spokesperson of a Ukrainian brigade operating in the Dobropillya tactical area reported on September 18 that Russian forces are intensifying strikes against Ukrainian logistics, rotations, and evacuations.[53] The spokesperson stated that Russian forces have been significantly increasing their use of artillery and began moving artillery guns closer to the frontline since September 9. ISW recently observed reports that Russian forces are transferring armor and drone support assets to the Dobropillya direction for mechanized assaults in the fall, and the uptick in Russian artillery activity in the area in recent weeks is likely also part of preparation for these mechanized assaults.[54]
Ukrainian forces continued their intermediate-range strike campaign against Russian military assets in occupied Donetsk Oblast. The Ukrainian General Staff reported that Ukrainian forces struck a Russian drone storage, preparation, and launch site near Donetsk City (roughly 55 kilometers from the frontline) on September 17 or the night of September 17 to 18.[55] Geolocated footage published on September 17 shows Ukrainian forces striking an armored vehicle and trucks near Donetsk City, Pisky (roughly 46 kilometers from the frontline), Yasynuvata (roughly 42 kilometers from the frontline), and Vodyane (roughly 43 kilometers from the frontline).[56]
Order of Battle: Drone operators of the Russian 933rd Anti-aircraft Missile Regiment (8th Combined Arms Army, Southern Military District) are operating near occupied Ocheretyne (roughly 24 kilometers from the frontline east of Pokrovsk), according to geolocated footage published on September 17.[57] This is the first evidence ISW has observed of this regiment operating in Ukraine.
Russian Supporting Effort: Advance into Dnipropetrovsk Oblast
Russian forces continued offensive operations in the Novopavlivka and Oleksandrivka directions on September 17 and 18 but did not advance.[58]
Russian Supporting Effort: Southern Axis
Russian milbloggers continue making exaggerated claims of advances in the Hulyaipole direction. A Kremlin-affiliated Russian milblogger claimed on September 17 that Russian forces advanced near Rozivka (northwest of Hulyaipole and 11.5 kilometers from the closest confirmed Russian position).[59] The milblogger’s claim is consistent with the Kremlin’s systematic cognitive warfare effort to fabricate claims of Russian tactical successes in areas where Russian forces do not maintain enduring positions as part of wider efforts to falsely portray the frontline as collapsing.[60]
Ukrainian forces cleared Russian infiltrators south of Zaporizhzhia City. Ukrainian forces recently cleared a Russian position in northwestern Stepnohirsk (west of Orikhiv), while Russian forces recently conducted an infiltration mission in central Stepnohirsk, according to geolocated footage published on September 17.[61]
False reports of Russian advances are resulting in premature Russian assaults on heavily fortified Ukrainian positions in Orikhiv. A Russian milblogger complained on September 18 that Russian commanders are pushing Russian troops to attack near Orikhiv despite heavily fortified Ukrainian positions in the town and the extensive network of strongpoints and logistics in Novoandriivka (west of Orikhiv) and Mala Tokmachka (southeast of Orikhiv).[62] The milblogger claimed that the commanders are trying to keep up with Russian media reports that Russian forces are close to seizing Orikhiv. The milblogger stated that Russian forces are fighting on the outskirts of Orikhiv and in some places within the town itself, but that Russian forces are still far from seizing the town and that Ukrainian drone crews are slowing Russian advances in the area.
Neither Ukrainian nor Russian source reported ground activity in the Kherson direction on September 17 or 18.
Ukrainian forces continued their strike campaign against Russian missile launch capabilities in occupied Crimea. The Ukrainian General Staff reported that Ukrainian forces struck a Russian Orion strike and reconnaissance drone ground control station at Saky Airfield (roughly 180 kilometers from the frontline) near Novofedorivka on September 17 or on the night of September 17 to 18.[63] The Ukrainian General Staff reported that Orion drones can remain airborne for up to 24 hours and carry guided missiles or bombs with a total weight of up to 250 kilograms to engage ground targets. Russian forces notably use Orion drones to launch jet-powered S8000 Banderol loitering munitions.[64]
Russian Air, Missile, and Drone Campaign
Note: The Ukrainian military ceased regularly reporting the numbers of Russian missiles fired and the number of missiles intercepted as of August 11.[65]
Russian forces conducted a series of drone strikes against Ukraine on the night of September 17 to 18. The Ukrainian Air Force reported that Russian forces launched 93 Shahed-type strike drones (including 46 jet-powered Shahed-type drones), Gerbera-type strike drones, Parodiya-type decoy drones, and Banderol/Dan-T loitering munitions from the directions of Oryol City; Millerovo, Rostov Oblast; occupied Donetsk City; occupied Hvardiiske, Crimea; and the Sea of Azov.[66] The Ukrainian Air Force reported that Ukrainian forces downed 69 drones and three Banderol/Dan-T loitering munitions; that Russian aerial targets hit 13 locations; that debris fell at three; and that some air targets did not reach their targets. Ukrainian officials reported that Russian forces struck residential, industrial, civilian, and business infrastructure in Odesa, Poltava, Dnipropetrovsk, Kyiv, Zaporizhia, and Zhytomyr oblasts.[67] Russian forces also conducted a Geran-4 drone strike against an electric train near Lypkuvativka, Kharkiv Oblast, killing at least one person.[68] The Russian Ministry of Defense (MoD) claimed that Russian forces struck a Ukrainian radar and an electronic warfare (EW) system in Dnipropetrovsk Oblast and a radar station, several dry cargo ships, and a Ukrainian postal service Nova Poshta logistics center in Odesa Oblast.[69]
Ukraine will likely be able to deploy interceptors against Russia’s new jet-powered drones before Russia builds out the infrastructure required to launch very large numbers of the drones in a single strike package. Ukrainian military expert Lieutenant Colonel Serhiy Misyura stated that the launch infrastructure that Russian forces use to launch jet-powered Geran-type drones is different from the installations on pickup trucks used for traditional piston engine-driven Geran drones.[70] Misyura noted that Russian forces currently do not have sufficient infrastructure to launch hundreds of jet drones in one strike package and likely will not be able to build out such infrastructure in the near future. Misyura added that Russian forces in part aim to degrade the engines of Ukrainian aviation with the jet drone strikes, as Ukrainian forces are currently largely using fighter jets to down the drones. Ukrainian President Volodymyr Zelensky stated on September 18, however, that jet-powered Geran interceptor drones from two companies have already passed combat trials and destroyed jet drones flying at high speeds.[71]
Russian forces have been successfully using their jet-powered drones to significantly degrade Ukraine’s railway infrastructure, however. Russian forces are increasingly using the jet-powered Geran-type drones to target Ukrainian passenger trains, according to Politico.[72] Russian forces have damaged or destroyed more than 500 locomotives since the start of the war, with more than 60 percent of that damage occurring in the past eight months (since about January 2026). The head of Ukraine’s railway operator Ukrzaliznytsia, Oleksandr Pertsovskyi, stated that this Russian strike campaign aims to isolate frontline areas, sow panic and fear among the Ukrainian population, and paralyze the Ukrainian economy. Pertsovskyi stated that most of the strikes occur within 200 kilometers of the frontline or the Russian border but that Russian forces have been using repeaters in Belarus to expand the geographic reach of their strikes against trains.
Russia may be producing as many as 250 Banderol loitering munitions per month, but exact production numbers remain unclear. Independent open-source investigative group Nordsint reported on September 17 that Russian defense industrial enterprise Kronshtadt, which makes the Banderols, plans to produce about 250 Banderols per month, according to public tender information from early 2025 procuring Banderol components.[73] Nordsint estimated that Russia will have produced a total of 4,450 Banderols between Spring 2025 and the end of September 2026. The Kronstadt procurement information indicates that the Banderol uses older anti-jamming antennas that make it more susceptible to electronic warfare (EW) than the Geran-2 drone but includes an inertial navigation system that allows it to continue flying without a satellite signal. Ukraine’s Main Military Intelligence Directorate (GUR) stated in early August 2026 that Russia was capable of producing 80 Banderols per month.[74] It is unclear whether the GUR estimate reflects intelligence about Kronstadt’s inability to maintain the planned production levels that Nordsint used to estimate the total production count.

我们不会详细报道俄罗斯的战争罪行,因为西方媒体已对此进行充分报道,而且这些罪行不会直接影响我们正在评估和预测的军事行动。我们将继续评估并报道这些犯罪活动对乌克兰军队和乌克兰民众的影响,特别是对乌克兰城市地区战斗的影响。我们强烈谴责俄罗斯违反武装冲突法和日内瓦公约的行为以及反人类罪行,尽管我们并未在这些报告中详细描述这些罪行。
乌克兰在俄罗斯联邦的行动
9月17日和18日夜间,乌克兰军队继续对俄罗斯军事目标和能源基础设施发动远程打击。开源Telegram账户报告称顿河畔罗斯托夫发生爆炸,并声称乌克兰军队袭击了罗斯托夫机场。[22] 罗斯托夫州州长尤里·斯柳萨尔于9月18日声称,俄罗斯军队在该地区拦截了50多架乌克兰无人机。[23] 乌克兰军队也于9月17日袭击了罗斯托夫机场,并且至少从2026年6月起,就不断加大对罗斯托夫州境内俄罗斯军事目标的打击力度,包括空军基地和防空系统,以削弱俄罗斯的打击和防空能力。[24]
乌克兰方面和公开渠道提供了近期乌克兰空袭造成的战场损失评估(BDA)的最新信息。一些公开的Telegram账号发布了据称是9月15日乌克兰空袭后,位于罗斯托夫州塔甘罗格(距前线约190公里)的Atlant Aero工厂(生产“闪电”无人机)的生产车间和仓库遭到破坏的图像。[25] 另据一个公开的Telegram频道称,9月13日乌克兰空袭后,位于鞑靼斯坦共和国下卡姆斯克(距边境约1105公里)的TANECO炼油厂的ELOU-AVT-7处理装置也遭到破坏。[26]路透社9月17日援引业内人士的消息报道称,位于雅罗斯拉夫尔市(距前线约700公里)的斯拉夫石油-雅罗斯拉夫石油合成炼油厂在9月17日乌克兰罢工后停止生产。[27] 据报道,罢工破坏了该炼油厂的AVT-3装置,该装置每天可处理17140公吨原油,占该炼油厂总产能的40%。
俄罗斯的支持行动:北方轴心
9月17日至18日,俄军继续在苏梅州北部开展进攻行动,但并未取得进展。[28] 一位俄罗斯军事博主评估认为,俄军在扎普西利亚(苏梅市东北部)对乌克兰人员发动袭击的画面表明,乌克兰军队正在该地区进行反击。[29] 另一位俄罗斯军事博主声称,乌克兰军队在普夏里夫卡和伊沃尔然斯克(均位于苏梅市北部)附近的高地上占据的阵地,使俄军的进攻变得更加复杂,因为俄军必须穿越约15公里的开阔地带。[30]
俄罗斯的支持行动:哈尔科夫州
9月17日和18日,俄军继续在哈尔科夫州北部发动进攻,但由于乌克兰军队在哈尔科夫市北部进行反击,俄军未能取得进展。[31] 乌克兰联合部队发言人维克托·特列胡博夫上校于9月18日表示,俄军控制了沃夫昌斯克(哈尔科夫市东北部)的大部分地区,但乌克兰军队在该镇东南部保持着阵地。[32] 特列胡博夫补充说,俄军在该地区开展进攻行动的企图仍然有限。
俄罗斯军队继续努力破坏哈尔科夫州哈尔科夫方向的乌克兰无人机基础设施。俄罗斯国防部声称,俄罗斯军队使用Kh-39空对地战术导弹袭击了位于利普齐(哈尔科夫市北部)的乌克兰地面无人机控制站。[33]
9月17日和18日,俄军继续在韦利基布尔鲁克方向发动进攻,但并未取得确切进展。[34] 一位俄罗斯军事博客作者声称,俄军向奥德拉德内以西(韦利基布尔鲁克以东)推进。[35]
俄罗斯军事博客作者继续散布关于哈尔科夫州东北部被包围的虚假消息。他们声称俄军正在沃夫昌斯克附近加强包围。[36] ISW 继续评估认为,没有证据表明哈尔科夫州东北部存在包围。[37]
俄罗斯的支持行动:奥斯基尔河
根据 9 月 17 日发布的地理定位视频显示,俄罗斯军队最近在库皮扬斯克方向进行了渗透行动,视频显示乌克兰军队袭击了该地区的一个俄罗斯阵地。[38]
据报道,俄军在库皮扬斯克境内设有阵地,但并未发动进攻。乌克兰联合部队发言人维克托·特列胡博夫上校表示,俄军在库皮扬斯克以北的奥斯基尔河西岸设有桥头堡,并在库皮扬斯克北部设有阵地,但并未进行积极的进攻行动。[39] 特列胡博夫补充说,俄军没有在河上设置渡口,但俄军在某些地区占据了河两岸的阵地。
在博罗瓦方向,俄军向上级提交虚假报告——这是俄军在整个前线普遍存在的趋势。一个在博罗瓦方向作战的乌克兰旅的发言人报告称,俄军在科利斯尼基夫卡方向(博罗瓦东北部)以小股部队发起进攻,但均以失败告终。俄军却向上级指挥官谎称占领了实际上并未控制的定居点。[40] 该发言人还补充说,俄军试图利用无人机拍摄的画面来虚假宣称占领了定居点,这种虚假信息误导了俄军指挥部,使其对需要更多资源才能控制的复杂局势产生错误的认知。
乌克兰军队继续对被占领的卢甘斯克州的俄罗斯军事目标进行中程打击,包括距离乌克兰-俄罗斯边境不到10公里的地区。据乌克兰总参谋部称,9月17日或9月17日至18日夜间,乌克兰军队袭击了多夫赞斯克附近的一个俄罗斯弹药库(距前线约145公里)和基普切附近的一个物资和技术仓库(距前线约70公里)。[41]
俄罗斯主要行动:夺取乌克兰要塞带并完成对顿涅茨克州的占领
俄军下属主要行动一:从西北方向包围要塞带
乌克兰方面持续披露更多细节,说明乌克兰在过去几个月里如何在莱曼以北的反攻行动——“维瓦尔第行动”中实现作战突袭。9月17日,一名在莱曼方向作战的乌克兰营指挥官表示,作为“维瓦尔第行动”的一部分,乌克兰部队使用装甲车进入了位于莱曼西北部的谢列德涅,实现了突袭,且自身无一伤亡。[42] 该指挥官指出,乌克兰部队在对坦克进行改装后,将其部署在了俄军认为难以进行重型装备运输的区域,使其能够在暴雨后地面湿滑的地区作战。9月18日,另一名在莱曼方向作战的乌克兰营指挥官表示,俄军一直在利用谢列德涅集结兵力,以便进一步向科罗维亚尔、鲁布齐和亚茨基夫卡(均位于谢列德涅东北部)推进。[43]另一营的副指挥官于 9 月 18 日表示,俄罗斯军队试图夺回谢列德涅,但未能成功。[44] 这位副指挥官指出,俄罗斯方面试图抹黑有关乌克兰解放谢列德涅的信息,声称乌克兰人使用人工智能篡改的视频来证明他们的进展。
俄军第二主力行动——从东面进攻要塞带
俄罗斯军队最近在恰西夫亚尔附近进行了一次渗透行动。根据9月18日发布的地理定位视频,ISW评估认为,俄罗斯人员在维罗柳比夫卡(恰西夫亚尔以西)进行了一次渗透行动后,升起了旗帜。[45] 俄罗斯国防部于9月18日声称,俄军占领了维罗柳比夫卡,但ISW评估认为,俄军并未在该定居点巩固任何阵地。[46]
据报道,俄军正试图从东部平坦地形向克拉马托尔斯克推进。一位军事博主于9月18日声称,俄军的目标是清除尼古拉耶夫卡(位于斯拉维扬斯克以东)和佩尔绍马里夫卡(位于尼古拉耶夫卡西南,克拉马托尔斯克以东)之间的乌克兰据点,因为这是进入克拉马托尔斯克“最便捷”的入口,该地区是一片平坦的高原,与城市中的高楼大厦相连。[47] 该地区的确是一片通往城市高楼大厦的平坦高原,除了没有需要跨越的水域之外,这位军事博主为何认为这是当前类型战争中有利的作战地形尚不清楚。乌克兰守军在莱曼及其周边地区的成功,加上乌克兰在“维瓦尔第行动”中的胜利,使得俄军无法从东北方向包抄斯拉维扬斯克,只剩下从正东和东南方向进攻这两条可行的路线。俄军原计划经由莱曼发起进攻,但这条路线注定要面临跨越重要水域的挑战,不过至少可以让俄军攻击乌克兰在斯拉维扬斯克的侧翼,甚至可能攻击其后方。
俄军下属主要行动#3——从南部向要塞带推进
9月17日至18日,俄军继续在科斯蒂安蒂尼夫卡及其以西地区发动进攻,但并未取得进展。[48]
俄军下属主要行动#4——从西南方向包围要塞带
9月17日和18日,俄军继续在多布罗皮利亚战术区发动进攻,但未取得确切进展。[49] 俄罗斯国防部于9月18日声称,俄军占领了佐洛蒂·科洛迪亚兹(位于多布罗皮利亚东北部)。[50] 一位俄罗斯军事博主认为,俄军第35摩托化步兵旅(隶属中央军区第41合成集团军)的部分兵力占领了该定居点。[51] 另一位俄罗斯军事博主评估认为,俄军可以利用据称占领佐洛蒂·科洛迪亚兹来控制T-0514多布罗皮利亚-克拉马托尔斯克公路,并强调通往科斯蒂安蒂尼夫卡和德鲁日基夫卡的土路也穿过该地区。[52]
俄军正在加强对多布罗皮利亚地区乌克兰后勤设施的无人机和炮击,以塑造战场格局,并为俄军在秋冬季即将对该镇发起的攻势铺平道路。9月18日,一名在多布罗皮利亚战术区作战的乌克兰旅发言人报告称,俄军正在加强对乌克兰后勤设施、轮换部队和撤离部队的打击。[53] 该发言人表示,俄军已显著增加炮兵的使用,并自9月9日起开始将火炮部署到更靠近前线的位置。ISW近期观察到有报道称,俄军正在向多布罗皮利亚方向调集装甲和无人机支援力量,以备秋季机械化突击之需。近几周来,该地区俄军炮兵活动的增加很可能也是为这些机械化突击做准备。[54]
乌克兰军队继续对被占领的顿涅茨克州境内的俄罗斯军事目标进行中程打击。乌克兰总参谋部报告称,乌克兰军队于9月17日或9月17日至18日夜间袭击了位于顿涅茨克市附近(距前线约55公里)的俄罗斯无人机储存、准备和发射基地。[55] 9月17日公布的地理定位视频显示,乌克兰军队在顿涅茨克市、皮斯基(距前线约46公里)、亚西努瓦塔(距前线约42公里)和沃迪亚内(距前线约43公里)附近袭击了一辆装甲车和几辆卡车。[56]
作战序列:根据 9 月 17 日发布的地理定位视频显示,俄罗斯第 933 防空导弹团(第 8 合成集团军,南部军区)的无人机操作员正在被占领的奥切列季涅附近(距离波克罗夫斯克以东的前线约 24 公里)进行作战。[57] 这是 ISW 观察到该团在乌克兰作战的第一个证据。
俄罗斯支援行动:进军第聂伯罗彼得罗夫斯克州
9月17日和18日,俄军继续在诺沃巴甫利夫卡和奥列克桑德里夫卡方向发动进攻,但并未取得进展。[58]
俄罗斯的支持行动:南方轴心
俄罗斯军事博客作者继续夸大其词地宣称俄军在胡利亚波列方向取得了进展。一位与克里姆林宫有关联的俄罗斯军事博客作者于9月17日声称,俄军在罗日夫卡附近(位于胡利亚波列西北方向,距离最近的俄军确认阵地11.5公里)取得了进展。[59] 该军事博客作者的说法与克里姆林宫系统性的认知战策略相符,即捏造俄军在未建立持久阵地的地区取得战术胜利的说法,以此作为更广泛的虚假前线崩溃图景的一部分。[60]
乌克兰军队清除了扎波罗热市南部的俄罗斯渗透者。根据9月17日发布的地理定位视频显示,乌克兰军队最近清除了斯捷普诺戈尔斯克西北部(奥里希夫以西)的一个俄罗斯阵地,而俄罗斯军队最近在斯捷普诺戈尔斯克中部进行了渗透行动。[61]
关于俄军推进的虚假报道导致俄军过早地对奥里希夫地区乌克兰重兵把守的阵地发动进攻。一位俄罗斯军事博主于9月18日抱怨说,尽管乌克兰军队在奥里希夫镇内构筑了坚固的防御工事,且在奥里希夫以西的新安德里夫卡和东南的小托克马奇卡地区拥有广泛的据点和后勤网络,但俄军指挥官仍敦促俄军在奥里希夫附近发动进攻。[62] 该军事博主声称,俄军指挥官试图迎合俄罗斯媒体关于俄军即将占领奥里希夫的报道。该博主指出,俄军正在奥里希夫郊区和镇内部分地区作战,但距离占领该镇仍有很长的路要走,而且乌克兰无人机部队正在延缓俄军在该地区的推进。
9月17日或18日,乌克兰和俄罗斯方面均未报告赫尔松方向有地面活动。
乌克兰军队继续对被占领的克里米亚境内的俄罗斯导弹发射能力进行打击。乌克兰总参谋部报告称,乌克兰军队于9月17日或9月17日至18日夜间袭击了位于新费多里夫卡附近萨基机场(距前线约180公里)的俄罗斯“猎户座”攻击侦察无人机地面控制站。[63] 乌克兰总参谋部报告称,“猎户座”无人机可在空中停留长达24小时,并可携带总重达250公斤的制导导弹或炸弹,用于攻击地面目标。值得注意的是,俄罗斯军队使用“猎户座”无人机发射喷气式S8000“班德罗尔”巡飞弹。[64]
俄罗斯空袭、导弹和无人机行动
注:自 8 月 11 日起,乌克兰军方停止定期报告俄罗斯发射的导弹数量和拦截的导弹数量。[65]
9月17日至18日夜间,俄罗斯军队对乌克兰发动了一系列无人机袭击。乌克兰空军报告称,俄罗斯军队从奥廖尔市、罗斯托夫州米列罗沃、被占领的顿涅茨克市、被占领的克里米亚赫瓦尔迪斯克以及亚速海方向发射了93架“沙赫德”型攻击无人机(其中46架为喷气式“沙赫德”型无人机)、“格贝拉”型攻击无人机、“帕罗迪亚”型诱饵无人机以及“班德罗尔/丹-T”巡飞弹。[66] 乌克兰空军报告称,乌克兰军队击落了69架无人机和3枚“班德罗尔/丹-T”巡飞弹;俄军空中目标击中了13个地点;3个地点有残骸落下;部分空中目标未能击中目标。乌克兰官员报告称,俄罗斯军队袭击了敖德萨州、波尔塔瓦州、第聂伯罗彼得罗夫斯克州、基辅州、扎波罗热州和日托米尔州的居民区、工业区、民用设施和商业设施。[67] 俄罗斯军队还使用“格朗-4”无人机袭击了哈尔科夫州利普库瓦蒂夫卡附近的一列电力火车,造成至少一人死亡。[68] 俄罗斯国防部声称,俄罗斯军队袭击了第聂伯罗彼得罗夫斯克州的一个乌克兰雷达站和一套电子战系统,以及敖德萨州的一个雷达站、几艘干货船和一个乌克兰邮政服务公司“新邮政”(Nova Poshta)的物流中心。[69]
在俄罗斯建成能够一次性发射大量喷气式无人机的必要基础设施之前,乌克兰很可能就能部署拦截器来对抗俄罗斯的新型喷气式无人机。乌克兰军事专家谢尔盖·米修拉中校指出,俄罗斯军队用于发射喷气式“格朗”型无人机的发射基础设施与用于传统活塞式发动机驱动的“格朗”无人机的皮卡车发射装置不同。[70] 米修拉指出,俄罗斯军队目前没有足够的基础设施来一次性发射数百架喷气式无人机,而且在不久的将来也可能无法建成这样的基础设施。米修拉补充说,俄罗斯军队使用喷气式无人机进行打击的部分目的是为了削弱乌克兰空军的发动机,因为乌克兰军队目前主要依靠战斗机来击落这些无人机。然而,乌克兰总统弗拉基米尔·泽连斯基在9月18日表示,两家公司的喷气式动力“格朗”拦截无人机已经通过了战斗试验,并摧毁了高速飞行的喷气式无人机。[71]
然而,俄罗斯军队已成功利用喷气式无人机严重破坏了乌克兰的铁路基础设施。据Politico报道,俄罗斯军队越来越多地使用“格朗”(Geran)型喷气式无人机袭击乌克兰客运列车。[72] 自战争爆发以来,俄罗斯军队已损坏或摧毁了500多台机车,其中超过60%的损坏发生在过去八个月(约自2026年1月起)。乌克兰铁路公司(Ukrzaliznytsia)总裁奥列克桑德·佩尔佐夫斯基表示,俄罗斯的此次袭击行动旨在孤立前线地区,在乌克兰民众中散布恐慌和恐惧,并瘫痪乌克兰经济。佩尔佐夫斯基指出,大多数袭击发生在距离前线或俄罗斯边境200公里以内,但俄罗斯军队一直在白俄罗斯境内使用中继器来扩大其对列车袭击的地理范围。
俄罗斯每月可能生产多达250枚“班德罗尔”(Banderol)巡飞弹,但确切的产量数字尚不清楚。独立开源调查组织Nordsint于9月17日报道称,根据2025年初的公开招标信息,生产“班德罗尔”巡飞弹的俄罗斯国防工业企业喀琅施塔得计划每月生产约250枚。[73] Nordsint估计,俄罗斯在2025年春季至2026年9月底期间将总共生产4450枚“班德罗尔”巡飞弹。喀琅施塔得的采购信息表明,“班德罗尔”巡飞弹使用较老的抗干扰天线,使其比“格朗-2”(Geran-2)无人机更容易受到电子战攻击,但它配备了惯性导航系统,使其能够在没有卫星信号的情况下继续飞行。乌克兰军事情报总局 (GUR) 在 2026 年 8 月初表示,俄罗斯有能力每月生产 80 支 Banderol 步枪。[74] 目前尚不清楚 GUR 的估计是否反映了有关喀琅施塔得无法维持计划生产水平的情报,而 Nordsint 正是利用这一情报来估计总产量。
