Govt chief secretary pitches training academy for border agents as Malaysia faces more complex threats

The Malaysia Border Control and Protection Agency (AKPS) underscores the necessity for a world-class training academy to enhance expertise in border management technologies, including AI, as stated by Chief Secretary Tan Sri Dr Shamsul Azri Abu Bakar.

This initiative is vital for preparing officers to address complex security challenges independently over the next 10 to 20 years.

The academy aims to transition AKPS from merely guarding checkpoints to adopting a smart, integrated, and intelligence-led border control approach.

Despite limited staffing, AKPS has made significant progress since its inception, notably preventing RM265 million in seizures and facilitating the return of electronic waste through strategic partnerships.

SEGAMAT, Sept 27 — The Malaysia Border Control and Protection Agency (AKPS) needs its own world-class training academy to build expertise in border management technologies, including artificial intelligence (AI), Chief Secretary to the Government Tan Sri Dr Shamsul Azri Abu Bakar said today.

He said building in-house capabilities was crucial for preparing AKPS officers to tackle increasingly complex border security challenges and operate independently over the next 10 to 20 years.

“The world-class AKPS Training Academy is important for producing more talented and highly skilled Malaysians in border management technologies, including artificial intelligence, who are future-ready, uphold integrity and are committed to safeguarding national interests,” he said at the passing-out ceremony for the AKPS Basic Training Course Series 1/2026 at the Segamat Police Training Centre here.

Also present was AKPS director-general Datuk Seri Mohd Shuhaily Mohd Zain.

Shamsul Azri said the proposed academy was part of AKPS’ plan to move beyond securing entry points towards smart, integrated and intelligence-led border control.

He said AKPS, currently in its first phase as “Guardians of Checkpoint”, must evolve from simply controlling the movement of people and goods at border crossings to taking a more proactive approach to border security.

“This is the change we must make — from guarding checkpoints to managing the border through smart, integrated and intelligence-led control, ultimately becoming the security leader for the country’s entire border ecosystem,” he said.

He said the agency’s human capital development must keep pace with technological advances and evolving criminal methods, with training continuing through on-the-job experience, exposure to real operations and mentoring by experienced officers.

Shamsul Azri said AKPS had made encouraging progress in its nearly 23 months of operation despite having only about 30 per cent of its optimum staffing level of 13,721 personnel.

He said the value of seizures and leakages prevented by AKPS this year had reached RM265 million, about three times the amount recorded in 2025.

He also highlighted AKPS’ success in returning 436 containers of electronic waste (e-waste) to their countries of origin through cooperation with the Malaysian Anti-Corruption Commission, Royal Malaysia Police, Department of Environment and port authorities.

The 408 pioneer AKPS officers who completed their three-month basic training today are the first batch to enter the public service under the new AKPS scheme, which took effect on July 1.

The batch comprises 39 assistant border superintendents and 369 border assistant officers, who will be stationed at the Johor Bahru-Singapore RTS Link entry point from Oct 1 ahead of the service’s full operation on Jan 1, 2027. — Bernama

“世界一流的AKPS培训学院对于培养更多在边境管理技术（包括人工智能）方面才华横溢、技能精湛的马来西亚人才至关重要，他们面向未来，秉持正直的原则，致力于维护国家利益，”他在昔加末警察训练中心举行的AKPS基础培训课程1/2026期结业典礼上说道。

出席者包括正义与发展党总干事拿督斯里莫哈末舒海里莫哈末扎因。

沙姆苏尔·阿兹里表示，拟建的这所学院是AKPS计划的一部分，旨在从确保入境点安全转向智能化、一体化和情报主导的边境控制。

他表示，AKPS目前处于第一阶段，作为“检查站守护者”，必须从单纯控制边境口岸的人员和货物流动，发展成为采取更积极主动的边境安全措施。

他表示，该机构的人力资本发展必须与技术进步和不断变化的犯罪手段保持同步，并通过在职经验、接触真实行动和经验丰富的警官的指导来不断进行培训。

Shamsul Azri 表示，尽管 AKPS 的员工人数只有其最佳员工人数 13,721 人的 30% 左右，但在近 23 个月的运营中，该公司取得了令人鼓舞的进展。

他表示，今年 AKPS 查获和阻止的赃款价值已达 2.65 亿令吉，约为 2025 年记录金额的三倍。
